Report Title: Rescind Prior Board Action Pertaining to Contracted Services with Knightsen 4-H

RECOMMENDATIONS:
RESCIND Board action of July 22, 2025 (C.6), which approved an allocation of $310,000 from the Measure X Parks & Recreation funding (District III portion) to identified public and private nonprofit organizations to provide the expanded parks and recreation programming and facilities for the period July 1, 2025, through June 30, 2027, as recommended by Supervisor Burgis.
APPROVE an allocation of $310,000 from the Measure X Parks & Recreation funding allocation (District III portion) to identified public and private nonprofit organizations to provide the expanded parks and recreation programming and facilities for the period July 1, 2025, through June 30, 2027, as recommended by Supervisor Burgis.
AUTHORIZE the Public Works Director, or designee, to execute contracts with identified public and private nonprofit organizations to provide the expanded parks and recreation programming and facilities, as specified in the revised Attachment A, for the period of July 1, 2025, through June 30, 2027, subject to approval by the County Administrator and approval as to form by County Counsel.
FISCAL IMPACT:
The $310,000 required for the contracts will come from the District III portion of the Measure X Parks & Recreation funding allocation. The current available balance in the District III portion of the fund is approximately $600,000.
BACKGROUND:
On July 22, 2025, this Board of Supervisors approved an allocation of $310,000 from Measure X Parks & Recreation funding allocation (District III portion) to expand parks and recreation programming and facilities in District III, as recommended by Supervisor Burgis and authorized the Public Works Director to execute contracts as specified in the Supervisors recommendation.
In the Supervisor’s Recommendation, Knightsen 4-H was identified for Measure X (District III portion) funding for Scholarship Awarding. During the contract process, it was discovered that Knightsen 4-H is a club that is part of the University of California Agriculture and Natural Resources 4-H Program. The contract for the Scholarship Awarding program must be with University of California and University of California will pass through the funding to the Knightsen 4-H club.
Approval of this action will rescind the prior incorrect Board Order and allow the Department to execute a contract with the correctly identified organization.
Measure X is a 20-year, Countywide, half-cent sales tax, approved by voters in Contra Costa County on November 3, 2020. The ballot measure language stated the intent of Measure X as “to keep Contra Costa’s regional hospital open and staffed; fund community health centers, emergency response; support crucial safety-net services; invest in early childhood services; protect vulnerable populations; and for other essential county services.”
On December 12, 2023, the Board of Supervisors approved an annual allocation of $1,000,000 for the Public Works Department to provide parks and recreation services in the unincorporated areas and directed a future meeting to provide direction on the implementation of projects and programs to be funded.
On August 20, 2024, the Board of Supervisors approved a proposal by the Public Works Department to allocate $200,000 (20% of Measure X allocation) annually for park and recreation services within the respective districts.
The programs and projects that have been selected to receive funding are initiatives focused on bettering community wellness by improving parks and recreation programming and facilities and public access to such resources. The programs and projects improve quality of life for residents in unincorporated communities by funding youth access to healthy physical activities and improving community facilities where programming often occurs.
Supervisors maintain discretion to allocate funds for deferred and/or ongoing maintenance park projects and new park projects to be funded and implemented by the Public Works Department and/or provide funding to entities to provide park and recreation services within the County. Entities that receive funding for park and recreation services may be required to enter into a revocable agreement with the County. Deferred and/or ongoing maintenance and new capital park projects may require multiple years of funding to accumulate sufficient funds. Any funds not allocated for the various Board member Districts will be re-budgeted to the following fiscal year and remain with the respective Board District for future use. These funds may be used for both maintenance and capital project purposes.
As recommended by Supervisor Burgis, Attachment A includes the recommended Measure X Parks & Recreation funding allocations with a short description of each project/program.
CONSEQUENCE OF NEGATIVE ACTION:
Without approval from the Board of Supervisors, the Knighten 4-H Scholarship Program will not be funded and up to 40 eligible youth will not receive a scholarship to the program.
