Report Title:                     Approve & Authorize to fully close a portion Norwood Avenue, and several nearby roads, on March 18, 2024 through April 19, 2024, East Richmond Heights Kensington areas.

RECOMMENDATIONS:

ADOPT Resolution approving and authorizing the Public Works Director, or designee, to fully close a portion of Norwood Avenue, between Arlington Court and Highgate Road, Tassajara Avenue, between Hazel Avenue and Barrett Avenue, Carquinez Avenue, between Hazel Avenue and Barrett Avenue, all of Highgate Court, Francisco Way, and Arlington Court, on March 18, 2024, through April 19, 2024, from 8:00 a.m. through 5:00 p.m., for the purpose of sewer main rehabilitation for Stege Sanitary District, East Richmond Heights and Kensington areas. (District I)

 

FISCAL IMPACT:

No fiscal impact.

 

BACKGROUND:

APB General Engineering shall follow guidelines set forth by the Public Works Department. The focus is on rehabilitating the sanitary sewer mainline located in public rights-of-way. These rehabilitation efforts are crucial for maintaining the integrity of the sewer infrastructure and ensuring efficient wastewater conveyance.

 

CONSEQUENCE OF NEGATIVE ACTION:

APB General Engineering will be unable to close the road for the Stege Sanitary District’s sewer main rehabilitation project in the East Richmond Heights and Kensington areas.

IN THE MATTER OF: Approving and authorizing the Public Works Director, or designee, to fully close a portion of Norwood Avenue, between Arlington Court and Highgate Road, Tassajara Avenue, between Hazel Avenue and Barrett Avenue, Carquinez Avenue, between Hazel Avenue and Barrett Avenue, all of Highgate Court, Francisco Way, and Arlington Court, on March 18, 2024, through April 19, 2024, from 8:00 a.m. through 5:00 p.m., for the purpose of sewer main rehabilitation for Stege Sanitary District, East Richmond Heights and Kensington areas. NOW, THEREFORE, BE IT RESOLVED that permission is granted to APB General Engineering to fully close Norwood Avenue, between Arlington Court and Highgate Road, Tassajara Avenue, between Hazel Avenue and Barrett Avenue, Carquinez Avenue, between Hazel Avenue and Barrett Avenue, all of Highgate Court, Francisco Way, and Arlington Court, except for emergency traffic, local residents, US Postal Service and garbage trucks, on March 18, 2024, through April 19, 2024, from 8:00 a.m. through 5:00 p.m., subject to the following conditions:

1.                     Traffic will be detoured via roads identified in a traffic control plan, reviewed by the Public Works Department. Emergency vehicles, residents within the construction area and essential services will be allowed access as required.

2.                     All signing to be in accordance with the California Manual on Uniform Traffic Control Devices.

3.                     APB General Engineering shall comply with the requirements of the Ordinance Code of Contra Costa County.

4.                     Provide the County with a Certificate of Insurance in the amount of $1,000,000.00 for Comprehensive General Public Liability which names the County as an additional insured prior to permit issuance.

5.                     Obtain approval for the closure from the Kensington Police Department, and Kensington Fire Department, CHP and Sheriff.
