Report Title: Grant Funding from the CA Parks Land and Water Conservation Fund for Park Improvements at Montalvin Park
☒Recommendation of the County Administrator ☐ Recommendation of Board Committee

RECOMMENDATIONS:
ADOPT Resolution to approve and authorize the Public Works Director, or designee, to apply for and accept grant funding, in an amount not to exceed $250,000 from California State Parks Land and Water Conservation Fund for park improvements at Montalvin Park, San Pablo area. (District I).
FISCAL IMPACT:
There is no impact to the General Fund. The improvements will be funded by 50% County Service Area M-17 Funds and/or District 1 Measure X Park Funds and 50% Land and Water Conservation Grant Funds. Grant funds are reimbursed upon completion of the improvement project.
BACKGROUND:
The purpose of this grant funding request is to improve the recreational facilities located at Montalvin Park in unincorporated Montalvin Manor. These improvements will serve lower to moderate income residents in the Montalvin Manor, Bayview and Tara Hills neighborhoods, who rely on Montalvin Manor Park for outdoor activities. It will also encourage youth, elders, and disabled groups to utilize the facilities and enhance the overall aesthetic appearance of the park.
The Public Works Department identifies grant funding opportunities to leverage local dollars and provide additional improvements to the unincorporated communities in the County. The Land and Water Conservation Fund (LWCF) grant program is intended to increase outdoor recreational opportunities for the health and wellness of Californians. The LWCF was established in 1964 to assist states in planning, acquisition, and development of recreation lands. On August 4, 2020, the Great American Outdoors Act (GAOA) was signed into law, authorizing $900 million nationwide annually in permanent funding for LWCF.
CONSEQUENCE OF NEGATIVE ACTION:
County staff will not submit a grant application to the California State Parks Department and will be unable to move forward with proposed improvements at Montalvin Park.
