Report Title: Contract Amendment/Extension #25-106-3 with Lao Family Community Development Inc.

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Interim Health Services Director, or designee, to execute on behalf of the County Contract Amendment/Extension #25-106-3 with Lao Family Community Development Inc., a non-profit corporation, to amend Contract #25-106-2, effective May 1, 2025, to increase the payment limit by $500,000 from $1,047,411 to a new payment limit of $1,547,411 and to extend the termination date from June 30, 2025 to June 30, 2026 for additional rapid rehousing services for the homeless population in Contra Costa County.
FISCAL IMPACT:
Approval of this Contract Amendment/Extension will result in additional budgeted expenditures of up to $500,000 funded 100% by Assembly Bill (AB) 109 Community Corrections Partnership funds.
BACKGROUND:
This Contract meets the social needs of County’s population by providing rapid rehousing services to the homeless population in Contra Costa County. These services include providing financial assistance for security deposits, utility deposits/payments, moving costs, hotel/motel vouchers, paid shelter costs, housing application and credit/background check fees, partial, tiered or full rental subsidies, to individuals and families experiencing homelessness or who are at risk of becoming homeless.
This Contract is entered into under and subject to the following legal authorities: California Government Code § 26227 and 31000. This Contract was approved by Health Services Personnel to ensure there is no conflict with labor relations. The Health, Housing and Homeless Services Division Contract Monitoring staff meet on a regular basis to ensure monitoring of performance measures set forth in the Contract are upheld. Lao Family Community Development Inc. was selected through a Measure X Housing Fund request for proposal (RFP) on May 16, 2024.
On December 3, 2024, the Board of Supervisors approved Contract #25-106-2 with Lao Family Community Development Inc., in an amount not to exceed $1,047,411 for the provision of rapid rehousing and housing support services to individuals and families experiencing homelessness or who are at risk of becoming homeless for the period October 1, 2024 through June 30, 2025.
Approval of Contract Amendment/Extension #25-106-3 will allow Contractor to continue to provide additional rapid rehousing services through June 30, 2026. This Contract Amendment/Extension is late due to prolonged budget negotiations for newly allocated AB109 funding.
CONSEQUENCE OF NEGATIVE ACTION:
If this Contraact Amendment/Extension is not approved, homeless residents will not receive rapid rehousing services further putting their health and safety at risk.
CHILDREN’S IMPACT STATEMENT:
This program supports the following Board of Supervisors’ community outcomes: “Children Ready for and Succeeding in School”; “Families that are Safe, Stable, and Nurturing”; and “Communities that are Safe and Provide a High Quality of Life for Children and Families”. Expected program outcomes include an increase in positive social and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS).
