Recommendation of the County Administrator Recommendation of Board Committee

 

RECOMMENDATIONS:

APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract #23-836-1 with Virtusa Corporation, a corporation, in an amount not to exceed $91,234, to provide core healthcare metric data collection and reporting software for regulatory compliance at Contra Costa Regional Medical Center (CCRMC) for the period from January 1, 2026, through December 31, 2027.

 

FISCAL IMPACT:

This Contract will result in contractual service expenditures of up to $91,234 over a 2-year period and will be funded 100% by Hospital Enterprise Fund I revenues.

 

BACKGROUND:

This Contract meets the needs of the County by providing a data collection and reporting Software as a Service (SaaS) that will be utilized by CCRMC in submitting data to the Centers for Medicare & Medicaid Services (CMS) and the Joint Commission (TJC). The SaaS will assist CCRMC in meeting CMS Hospital Inpatient and Outpatient Quality Reporting Programs, Inpatient Psychiatric Facility Quality Reporting Program, as well as TJC ORYX reporting requirements.

 

This Contractor was approved by the Public Works Department’s Purchasing Division on February 10, 2026, as a sole source. CCRMC’s Quality Management, Utilization Management and Contract Monitor Staff meet on a regular basis to ensure monitoring and performance measures in the Contract are upheld. This Contract was approved by Health Services Personnel to ensure there is no conflict with labor relations.

 

Under this new County Contract #23-836-1, the Parties will execute Software as a Service (SaaS) Agreement, for the implementation of Virtusa CareDiscovery Quality Measures, administration, and use of the platform, giving the County right to access and use the SaaS. Under the Contract, Contractor’s liability is limited to an amount not to exceed the amount paid by the County in the twelve months preceding such claim except for breaches of Protected Health Information (PHI), which limits vendor’s maximum liability to $1,000,000. The Division is requesting a retroactive effective date for this Contract due to delays cause by negotiations between the parties.

 

Approval of this new Contract #23-836-1 allows the Contractor to provide its data collection and reporting software services through December 31, 2027.

 

CONSEQUENCE OF NEGATIVE ACTION:

If this Contract is not approved, County will not have access to the Contractor’s data collection and reporting software and CCRMC will be out of compliance with regulatory agencies.
