RECOMMENDATIONS:
APPROVE and AUTHORIZE the Purchasing Agent, or designee, to execute on behalf of the Sheriff-Coroner, a purchase order with Versaterm Public Safety US, Inc. in an amount not to exceed $9,429, and ACCEPT a Master Software and Services Agreement for maintenance and updates for IA Pro, an Internal Affairs Management System used by the Office of the Sheriff Administrative Services Division, and Blue Team, a software platform used by all bureaus of the Office of the Sheriff, for the period November 1, 2025 through October 31, 2026.
FISCAL IMPACT:
Approval of this request will result in up to $9,429 in contractual service expenditures over a 1-year period and will be funded 100% by the General Fund.
BACKGROUND:
Versaterm Public Safety US, Inc. (formally CI Technology) supports IA Pro, a comprehensive investigative management tool used by the Office of the Sheriff Administrative Services Division, integrates citizen complaint tracking, vehicle accidents & pursuits, disciplinary records and evidence, allowing Internal Affairs staff to control casework management and retain records prescribed by law. Versaterm also supports Blue Team, which is a software platform utilized by all bureaus of the Office of the Sheriff as the primary method to pass and log information and correspondence through the Chain of Command. IA Pro maintains historical data and final work products. The continued use of this system ensures the secure retention of stored records.
The Master Software and Services Agreement includes a limitation of liability and indemnification from the County to the Contractor.
CONSEQUENCE OF NEGATIVE ACTION:
If the Board does not approve, the Office of the Sheriff Internal Affairs Unit will be unable to track administrative investigations, create reports for casework and retain necessary documents prescribed by law.
