RECOMMENDATIONS:
APPROVE and AUTHORIZE the Sheriff-Coroner, or designee, to execute a contract amendment with Axon Enterprise, Inc. to increase the payment limit by $50,382 to a new payment limit of $19,817,761 for the purchase of 30 bodycams and installation of two (2) recording cameras, other related equipment, software, cloud storage and Evidence.com access inside interview rooms at the Sheriff’s Detention facilities, One (1) to be located at West County Detention Facility and one (1) to be located at the Martinez Detention Facility for the period of August 1, 2026, through December 31, 2032.
FISCAL IMPACT:
Approval of this request will result in up to $19,817,761 in contractual service expenditures over 5.4 year period and will be funded 100% by the General Fund.
BACKGROUND:
The Office of the Sheriff’s Custody Services Division currently has interview rooms at West County Detention Facility (WCDF) and the Martinez Detention Facility (MDF) that are used for secure, private interviews conducted by Sheriff’s staff, Detectives, and other law enforcement agencies during criminal investigations. The investigation of serious and violent crimes requires a lengthy, complex interview that must be audio- and video-recorded to preserve evidence and to present it in criminal trial proceedings.
Axon Enterprise, Inc., formerly TASER International Software, has been developing Body-Worn, other Fixed Camera Systems, and cloud-based evidence management software since 1993. Axon currently partners with more than 15,100 agencies worldwide to deliver hardware and software solutions built for the public safety sector. The Axon Interview Camera System offers improved technology and features that align more closely with today’s law enforcement industry standards. The Axon Interview Camera System will provide the following enhancements and security:
• 24/7 buffer that can store weeks of continuous video and audio to local unlimited cloud storage. It will allow bookmarking, annotating, and commenting on footage in real time.
• Maintains a complete, secure, and digital chain of custody
• Robust security features and storage that will protect the interview recording from tampering.
CONSEQUENCE OF NEGATIVE ACTION:
If the Board does not approve, detention facilities in Contra Costa County will not have access to a reliable interview recording system necessary for properly documenting interviews related to serious and violent crimes, nor preserve those interviews as evidence.
