Report Title: Little Angels Country School State Preschool

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract renewal with Little Angels Country School, LLC to provide State Preschool program services in an amount not to exceed $929,391 for the period July 1, 2026, through June 30, 2028.
FISCAL IMPACT:
100% State funded (California Department of Education), of which $464,695.20 will be budgeted in FY 26/27, and $464,695.20 will be budgeted in FY 27/28.
BACKGROUND:
Contra Costa County receives funds from California Department of Education (CDE) to provide State Preschool services to program eligible County residents. To provide a wider distribution of services to County residents, the County contracts with a number of community-based organizations. This contract with Little Angels Country School, LLC, will provide childcare services for twenty-four (24) children enrolled in the childcare program. This vendor was selected per procurement requirements outlined in Administrative Bulletin 600.3.
On December 16, 2025, the Board of Supervisors approved consent item C.58, authorizing an amendment to this contract in the amount of $678,716 for Fiscal Years 2024 to 2026.
This action seeks approval to renew the contract with Little Angels Country School in an amount not to exceed $929,390.40 for the term July 1, 2026, through June 30, 2028, for the continued provision of State preschool services.
CHILDREN’S IMPACT STATEMENT:
This contract supports one (1), three (3), and four (4) of Contra Costa County’s community outcomes of the Children’s Report Card”; (1) "Children Ready for and Succeeding in School"; (3) "Families that are Economically Self-Sufficient"; and (4) "Families that are Safe, Stable and Nurturing".
CONSEQUENCE OF NEGATIVE ACTION:
Should the proposed action not be approved by the Board of Supervisors, Contra Costa County will not be able to fund childcare slots for its community-based agency partner, Little Angels Country School LLC.
