RECOMMENDATIONS:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract amendment effective January 15, 2025, with West Contra Costa County Meals on Wheels to increase the payment limit by $14,822 to a new payment limit not to exceed $350,487 for additional meal delivery services under the Older Americans Act Title III C Senior Nutrition Program with no change to the term July 1, 2024, through June 30, 2025.
FISCAL IMPACT:
$14,822: 65% Federal, 35% State; which will be budgeted in FY 2025-26. CFDA# 93.045.
BACKGROUND:
The Area Agency on Aging, a division of the Employment and Human Services Department Aging & Adult Services Bureau, administers the Older Americans Act Title III Home Delivered Meals Program. Meals on Wheels West Contra Costa County provides home delivered meals to older adults that need the assistance in order to stay safely in their homes. The meals meet all federal, state and local nutritional requirements and each meal provides one-third of the daily dietary requirements. Employment and Human Services seeks to amend the current contract to increase the number of meals served through one-time-only funds.
On May 16, 2023, the Board approved item (C.25) authorizing a contract with Meals on Wheels West Contra Costa in an amount not to exceed $357,934 for the Older Americans Act Title IIIC-2 Senior Nutrition Home Delivered Meals Program for the period of July 1, 2023, to June 30, 2024. The contract was renewed for a term of July 1, 2024 to June 30, 2025 with a payment limit not to exceed $335,665 to deliver the Older Americans Act (OAA) Title IIIC-2 Home Delivered Meals Program which was approved by the Board on July 9, 2024 (C.22). This amendment is increasing the payment limit by $14,822 to a new payment limit of $350,487.
CONSEQUENCE OF NEGATIVE ACTION:
Should the proposed action not be approved by the Board of Supervisors, Meals on Wheels West Contra Costa will not be able to increase much needed Senior Nutrition services for older adults in Contra Costa County.
