Report Title: 2024 Advisory Body Annual Report for the Affordable Housing Finance Committee

RECOMMENDATIONS:
ACCEPT the 2024 Advisory Body Annual Report for the Affordable Housing Finance Committee (AHFC), as recommended by the Conservation and Development Director (No fiscal impact).

No fiscal impact.
BACKGROUND:
On January 7, 2020, the Board of Supervisors adopted Resolution No. 2020/1, which requires that each regular and ongoing board, commission or committee shall annually report to the Board of Supervisors on its activities, accomplishments, membership attendance, required training/certifications (if any), and proposed work plan and objectives for the following year, in December. The following fulfills this requirement for the AHFC:
2024 Annual Report
1. Activities: A meeting of the Affordable Housing Finance Committee (AHFC) was scheduled for June 5, 2024; however, the meeting was unable to be held due to lack of quorum of committee members. There was not enough time to schedule and hold another AHFC meeting prior to the Board of Supervisors meeting on June 25, 2024, where all federal and local funding will be considered and approved. HUD’s deadline to submit the FY 2024/25 Action Plan, which must include all CDBG and HOME funded activities, is July 8, 2024. Therefore, staff’s recommendations for CDBG and HOME housing activities were considered by the Board of Supervisors at the meeting on June 25, 2024.
2. Accomplishments: The AHFC committee was unable to achieve quorum at its one meeting scheduled for June 5, 2024, and therefore no accomplishments occurred in 2024.
3. Attendance/Representation: The AHFC committee was unable to achieve quorum at its one meeting scheduled for June 5, 2024. As of July 1, 2024, there are three vacancies: West County City Representative, East County Unincorporated Representative, and West County Unincorporated Representative. Affordable Housing Program Manager, Kristin Sherk, is staff to the committee.
4. Training/Certification: There has not been any special training for the AHFC in the past year.
5. Proposed Work Plan/Objectives: The AHFC typically meets at least once annually in the Spring. In 2025, the AHFC meeting schedule may be restructured to meet more regularly, up to six times per year.
