Report Title: Lexipol Purchase Order
Recommendation: Recommendation of the County Administrator

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Purchasing Agent, or designee, to execute on behalf of the Probation Department, a purchase order and master service agreement with Lexipol, LLC. in an amount not to exceed $169,802 for the purchase of a subscription service to an online platform that administers Department policy manuals for the period July 1, 2026 through June 30, 2029.
FISCAL IMPACT:
This purchase will be funded 100% by the General Fund.
BACKGROUND:
Since 2022, the Probation Department has partnered with Lexipol to provide necessary, current, and comprehensive manuals regarding the Department’s training manuals on policies and procedures. All staff members in the Department utilize these training manuals to deliver consistent, informative law enforcement services to the County.
By executing this purchase order, Lexipol will continue to support Probation staff by providing the Department with a user-friendly, web-based platform that complies with local and state law enforcement codes.
The blanket purchase order with Lexipol expired on June 30, 2026. Despite the Department's diligent efforts to submit the renewal request ahead of the deadline, the process could not be completed in time, however services have continued. This year, the Department opted for a three-year blanket purchase order instead of the usual one-year agreement, recognizing that the longer commitment would lead to increased cost savings. Moving to this extended term involved additional steps, such as a comprehensive review and coordination with County Counsel, which has resulted in the request to the Board of Supervisors being submitted later than usual.

CONSEQUENCE OF NEGATIVE ACTION:
If unapproved, the Probation Department would be unable to provide consistent policy manuals to new and current staff.
