RECOMMENDATIONS:

APPROVE and AUTHORIZE the Employment & Human Services Director, or designee, to execute an amendment with Young Men’s Christian Association (YMCA) of the East Bay to extend the contract term through June 30, 2024 to provide Head Start, Early Head Start and Early Head Start-Childcare Partnership services, with no changes to the budget.

 

 

FISCAL IMPACT:

$2,421,936, which was budgeted in Fiscal Year 2022-2023, is now budgeted in Fiscal Year 2023-2024.

 

 

BACKGROUND:

On November 6, 2023, the Office of Head Start awarded Contra Costa County an extension of the Head Start grant, changing the project end date from December 31, 2023 to June 30, 2024. No additional funds were obligated under this award. Approval of this contract extension through June 30, 2024 will allow the continued provision of Head Start, Early Head Start and Early Head Start-Childcare Partnership services in alignment with the County’s Head Start grant project period. The selected Childcare Delegate agency shall provide the following services to eligible children within the County: education, health and nutrition screening, mental health resources, parent, and family engagement.

 

 On January 21, 2022, Contra Costa County Employment and Human Services Department (EHSD) issued a Request for Proposal (RFP) #1184 to select a contractor to serve as a Delegate agency. Young Men’s Christian Association (YMCA) was selected through the RFP on April 13, 2022, to provide services in East County. The Board of Supervisor approved Young Men’s Christian Association (YMCA) to continue the partnership with EHSD. The contract renewal was approved on December 13, 2022 (C.73), for the term period of January 1, 2023, to December 31, 2023.

 

 

CHILDREN'S IMPACT STATEMENT:

The Employment and Human Services Department Community Services Bureau supports three community outcomes established in the Children’s Report Card - Outcome 1: “Children Ready for and Succeeding in School,” Outcome 3: “Families that are Economically Self-sufficient,” and Outcome 4: “Families that are Safe, Stable, and Nurturing.” These outcomes are achieved by offering comprehensive services, including high-quality early childhood education, nutrition, and health services to low-income children throughout Contra Costa County.

 

 

 

CONSEQUENCE OF NEGATIVE ACTION:

If not approved, the County will not be able to distribute childcare availability through partnership with YMCA.
