FISCAL IMPACT:

Upon approval, this request will result in an annual cost of approximately $2,877,477.70 with pension costs of $420,369.75 already included. (91% Contra Costa Health Plan Enterprise Fund II; 9% Hospital Enterprise Fund I)

 

BACKGROUND:

These position actions support essential clinical, operational, and regulatory functions across Contra Costa Health Plan (CCHP) and hospital services, ensuring compliance, quality of care, and efficient program delivery.

 

Key leadership roles, including the Health Plan Nurse Program Director and Utilization Review Managers, will provide oversight of quality, case management, and regulatory programs such as Complex Care Management, Transitional Care Services, D-SNP, and quality review functions.

 

Administrative and compliance support is strengthened through the Department Human Resources Analyst II and Planner Evaluator B positions, which oversee personnel operations, fraud, waste and abuse prevention, and audit activities.

 

Operational effectiveness is further supported by Health Services Administrator roles managing claims configuration, delegation oversight, and project management, along with a Clerk position handling provider dispute. The Quality Management Program Coordinator supports hospital regulatory compliance and Joint Commission readiness.

 

This request seeks to restore 11 CCHP positions that were previously canceled through Administrative PAR 26586. The cancellations were made to offset the addition of 11 Community Health Worker Specialist (CHWS) positions needed to support the Enhanced Care Management (ECM) program structure. This request represents an effort to reinstate those CCHP positions to maintain necessary operational capacity.

 

CONSEQUENCE OF NEGATIVE ACTION:

If not approved, the County will not be able to meet the business operations of the county or maintain the capacity required to function effectively.
