Information:
Review and approve TCAB recommendations regarding the leadership characteristics, experience, competencies, and qualifications for the future Executive Director of the Federal D. Glover Community Wellness Network.
Referral History and Update:
• The Federal D. Glover Community Wellness Network is envisioned as a community-centered infrastructure for advancing Black/African American health, wellness, organizational capacity, and community leadership throughout Contra Costa County.
• The Implementation Lead Entity will support the establishment and initial operation of the Network, including development of its leadership and organizational infrastructure.
• TCAB has discussed the importance of an Executive Director who possesses both the operational capabilities necessary to establish and sustain the Network and the community accountability required to advance its mission.
• During September and October 2026, ORESJ staff synthesized relevant recommendations from the feasibility study, implementation planning documents, and TCAB discussions to develop a survey of proposed Executive Director qualifications.
• Members were invited to identify whether specific qualifications should be required, preferred, or unnecessary and to provide additional recommendations.
• Based on these discussions and survey responses, staff consolidated the proposed qualifications into seven core competency areas:
• Accountability to Black/African American communities
• Community-centered leadership and shared power
• Organizational development and implementation leadership
• Financial and organizational stewardship
• Cross-sector partnerships and systems navigation
• Resource development and sustainability
• Learning, evidence, evaluation, and continuous improvement
• The recommendations are intended to guide future leadership recruitment and selection, while allowing appropriate review of qualifications, employment requirements, and organizational needs.
