RECOMMENDATIONS:

ADOPT Resolution approving and authorizing the Public Works Director, or designee, to fully close a portion of Briones Road, between 1011 Briones Road and 1020 Briones Road, on April 29, 2026, from 8:00 a.m. through 5:00 p.m., for the purpose of performing overhead utility work and vegetation maintenance, Martinez area. (District V)

 

FISCAL IMPACT:

No fiscal impact.

 

BACKGROUND:

Due to the narrow road width of Briones Road at the work site, Pacific Gas & Electric Company (PG&E) has requested the road closure to perform the overhead utility work and vegetation maintenance. There is insufficient road width to setup and operate boom trucks and safely maintain through traffic. Applicant shall follow guidelines set forth by the Public Works Department. This request was previously approved by the Board of Supervisors on March 17, 2026, and in Resolution No. 2026-87. The applicant has submitted a new request due to a scheduling conflict.

 

CONSEQUENCE OF NEGATIVE ACTION:

Applicant will be unable to close the road to complete planned overhead utility work and vegetation maintenance.

NOW, THEREFORE, BE IT RESOLVED that permission is granted to Pacific Gas & Electric Company to fully close Briones Road, between 1011 Briones Road and 1020 Briones Road, except for emergency traffic, local residents, US Postal Service and garbage trucks, on April 29, 2026, from 8:00 a.m. through 5:00 p.m., subject to the following conditions:

 

1. Traffic will be detoured via roads identified in a traffic control plan, reviewed by the Public Works Department. Emergency vehicles, residents within the construction area and essential services will be allowed access as required.

 

2. All signing to be in accordance with the California Manual on Uniform Traffic Control Devices.

 

3. Pacific Gas & Electric Company shall comply with the requirements of the Ordinance Code of Contra Costa County.

 

4. Provide the County with a Certificate of Insurance in the amount of $1,000,000.00 for Comprehensive General Public Liability which names the County as an additional insured prior to permit issuance.

 

5. Obtain approval for the closure from the California Highway Patrol, Sheriff’s Office, Contra Costa Fire Protection District.
