Referral History:

The transportation, water, and infrastructure legislation and planning report is a standing item on the Committee's agenda.

 

Referral Update:

In developing transportation related issues and proposals to bring forward for consideration by TWIC, staff receives input from the Board of Supervisors (BOS), references the County's adopted Legislative Platforms, coordinates with our legislative advocates, partner agencies and organizations, and consults with the Committee.

 

This report includes four sections; 1: Local, 2: Regional, 3: State, and 4: Federal.

 

1.                     Local

No report in April.

2.                     Regional

Senate Bill (SB) 63 (Wiener/Arreguín): Transportation Revenue Measure Enabling Legislation.

                     March 14, 2025, the Metropolitan Transportation Commission (MTC)/Association of Bay Area Governments (ABAG) Joint Legislation Committee received an update on principles outlined by MTC that must be included to support the measure (attached) and key dates:

o                     March 18-19 - MTC Sacramento legislative visits

o                     May 9 - deadline for Senate Transportation Committee to hear the bill

o                     June 6 - deadline for bill to pass the Senate floor

o                     July 18 - deadline for any Assembly policy committee to hear the bill

o                     September 2-12 - floor session only

o                     September 5 - last day to amend bill on the Floor

o                     September 12 - last day for each house to pass bills

                     April 11, 2025, the MTC/ABAG Joint Legislation Committee received an update summarizing the MTC’s March 26, 2025 “support if amended” position (attached) requesting that the bill clarify that the legislation's expenditure plan will only include funding commitments informed by the Transit Operations Financial Responsibility and Implementation Plan (T-FRIP) for the three specified counties (Alameda, Contra Costa, City/County San Francisco) and any additional county that chooses to opt into the transportation revenue measure. 

3.                     State

The County’s legislative advocate’s report is attached. Mr. Watts will attend the April Committee meeting.

4.                     Federal

No Report in April.
