To: Board of Supervisors
From: Dr. Grant Colfax, Health Services Director
Report Title: Grant Agreement #78-114 with the Kaiser Foundation Hospitals
☒Recommendation of the County Administrator ☐ Recommendation of Board Committee

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee, to accept grant funding and execute on behalf of the County Grant Agreement #78-114 with the Kaiser Foundation Hospitals, to pay the County in an amount not to exceed $25,000, for the development of the Youth Violence Prevention Ambassador Program: Empowering Young Leaders Across Contra Costa County, for the period July 1, 2026 through June 30, 2027.
FISCAL IMPACT:
Approval of this Grant Agreement will result in the County receiving an amount up to $25,000 for the Youth Violence Prevention Ambassador Program: Empowering Young Leaders Across Contra Costa County. (No County match)
BACKGROUND:
Contra Costa Health, through its violence prevention program in the Public Health Division, will use these funds to recruit, train, and compensate up to ten (10) young leaders from Antioch, Pittsburg, and Richmond to serve as peer educator and community voices for violence prevention across Contra Costa County. The Youth Violence Prevention Ambassador Program advances Contra Costa Health’s Public Health approach to gun violence reduction by elevating youth voices, supporting community-led prevention, and building pipelines from lived experience into the violence prevention workforce.
This Award aligns with the County’s broader investment in coordinated upstream gun violence prevention, including it’s $5,087,000 California Violence Intervention & Prevention (CalVIP) Cohort 5 Grant from the Board of the State and Community corrections (BSCC) and its partnership with the District Attorney’s Office, The Family Justice Center, The Alliance to End Abuse, and the Cities of Antioch, Pittsburg and Richmond.
Acceptance of this Grant does not require County to match funds and does not commit the County to ongoing General Fund support beyond the Grant term. The Grant is fully funded by Kaiser Foundation Hospitals as an unconditional charitable contribution to support the Public Health Division’s goals described above.
Approval of Grant Agreement #78-114 will allow the County to receive funds to provide services under the Youth Violence Prevention Ambassador Program for the period July 1, 2026 through June 30, 2027. This Agreement includes mutual indemnification to defend, indemnify and hold harmless the other party from any claims arising out of the performance of this Agreement. This Agreement also includes a prevailing party attorney’s fees provision that allows the prevailing party to recover all costs and reasonable attorney’s fees in the event that any suit or action is commenced concerning the Agreement.
CONSEQUENCE OF NEGATIVE ACTION:
If this Grant Agreement is not accepted, County will not receive the necessary funding to support the Program services needed for the community.
