RECOMMENDATIONS:
ADOPT Resolution approving and authorizing the Public Works Director, or designee, to fully close a portion of La Playa Drive, between Del Oceano Drive and La Playa Court, on July 21, 2026, from 8:00 a.m. through 5:00 p.m., for the purpose of staging and operating a crane within the public right-of-way to deliver an accessory dwelling unit, Lafayette area. (District IV)

BACKGROUND:
Samara Living Inc. has requested a road closure to stage and operate a crane for placing an accessory dwelling unit on private property. The closure is required to safely perform the crane operations from the roadway and to maintain access to the property while ensuring traffic safety. The applicant shall follow guidelines set forth by the Public Works Department.
CONSEQUENCE OF NEGATIVE ACTION:
Applicant will be unable to close the road for planned activities.

IN THE MATTER OF: Approving and Authorizing the Public Works Director, or designee, to fully close a portion of La Playa Drive, between Del Oceano Drive and La Playa Court, on July 21, 2026, from 8:00 a.m. through 5:00 p.m., for the purpose of staging and operating a crane within the public right-of-way to deliver an accessory dwelling unit, Lafayette area. NOW, THEREFORE, BE IT RESOLVED that permission is granted to Samara Living Inc. Company to fully close La Playa Drive, between Del Oceano Drive and La Playa Court, except for emergency traffic, local residents, US Postal Service and garbage trucks, on July 21, 2026, from 8:00 a.m. through 5:00 p.m., subject to the following conditions:
1. Traffic will be detoured via roads identified in a traffic control plan, reviewed by the Public Works Department. Emergency vehicles, residents within the construction area and essential services will be allowed access as required.
2. All signing to be in accordance with the California Manual on Uniform Traffic Control Devices.
3. Samara Living Inc., shall comply with the requirements of the Ordinance Code of Contra Costa County.
4. Provide the County with a Certificate of Insurance in the amount of $1,000,000.00 for Comprehensive General Public Liability which names the County as an additional insured prior to permit issuance.
5. Obtain approval for the closure from the California Highway Patrol, Sheriff's Office and the Contra Costa Fire Protection District.
