RECOMMENDATIONS:

 

APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract amendment with CocoKids, Inc., to increase the payment limit by $401,993 to a new payment limit of $1,403,434, to provide additional Emergency Child Care Bridge Program for Foster Children services with no change to term July 1, 2025 through June 30, 2026.

 

FISCAL IMPACT:

 

85% State Capped Allocation and 15% Federal Title IV-E, which is budgeted in FY 25-26.

 

BACKGROUND:

 

On June 24, 2025 the Board of Supervisors approved the contract with CocoKids, Inc. for the Emergency Child Care Bridge Program for Foster Children (Bridge Program) in the amount of $1,001,411.  On July 23, 2025 in alignment with County policy and to support Contra Costa County Resource Families and the foster youth in our community, Contra Costa County Employment and Human Services (EHSD) Children and Family Services (CFS) opted once again into the Bridge Program for an indefinite period of time until such time the County chooses to opt out. On August 25, 2025, the California Department of Social Services (CDSS) issued an All County Fiscal Letter (CFL) 25-26-04 announcing the Fiscal Year (FY) 2025-26 Allocation for the Bridge Program with Contra Costa County named as a recipient.   The approval of this amendment would increase the payment limit by $401,993 in alignment with the aforementioned CDSS CFL with no change to the term July 1, 2025 to June 30, 2026.

 

The Board of Supervisors approved recent prior contracts and amendments for Bridge Program services with CocoKids on May 24, 2022, (C.41) for FY 22/24; January 10, 2023 (C.50) for FY 22/24 (amendment); June 27, 2023 (C.73) for FY 22/24 (amendment); May 14, 2024 (24-1340) for FY 24/25; June 24, 2025 (25- 2537) for FY 25/26.

 

This vendor was selected per procurement requirements outlined in Administrative Bulletin 600.3

 

CONSEQUENCE OF NEGATIVE ACTION:

 

The County will experience a decreased number of resource families caring for foster youth eligible to receive subsidized childcare and corresponding State/Federal funding will be lost.

 

CHILDREN’S IMPACT STATEMENT:

This contract supports all five of the community outcomes established in the Children's Report Card: 1) "Children Ready for and Succeeding in School"; 2) "Children and Youth Healthy and Preparing for Productive Adulthood"; 3) "Families that are Economically Self Sufficient"; 4) "Families that are Safe, Stable and Nurturing"; and 5) "Communities that are Safe and Provide a High Quality of Life for Children and Families" by supporting families that provide safe housing and supports for youth in foster care.
