RECOMMENDATIONS:

ADOPT Resolution approving and authorizing the Public Works Director, or designee, to fully close a portion of Valley Lane, between Elmwood Road and Canyon Road, and Valley Lane, between Canyon Road and the dead end, on September 21, 2026, through October 9, 2026, from 7:00 a.m. through 5:00 p.m., for the purpose of performing maintenance on underground utility infrastructure, El Sobrante area. (District I)

 

FISCAL IMPACT:

No fiscal impact.

 

BACKGROUND:

Due to the narrow road width of Valley Lane at the work site, Pacific Gas & Electric Company (PG&E) has requested the road closure to perform maintenance on underground utility infrastructure. The closure is required to safely perform the ground bed replacement and install the new 91-foot deep well anode, work that involves excavation, drilling, and heavy equipment in the immediate area. Applicant shall follow guidelines set forth by the Public Works Department.

 

CONSEQUENCE OF NEGATIVE ACTION:

Applicant will be unable to close the road to complete planned work.

IN THE MATTER OF: Approving and authorizing the Public Works Director, or designee, to fully close a portion of Valley Lane, between Elmwood Road and Canyon Road, and Valley Lane, between Canyon Road and the dead end, on September 21, 2026, through October 9, 2026, from 7:00 a.m. through 5:00 p.m., for the purpose of performing maintenance on underground utility infrastructure, El Sobrante area. NOW, THEREFORE, BE IT RESOLVED that permission is granted to Pacific Gas & Electric Company to fully close Valley Lane, between Elmwood Road and Canyon Road, and Valley Lane, between Canyon Road and the dead end, except for emergency traffic, local residents, US Postal Service and garbage trucks, on September 21, 2026, through October 9, 2026, from 7:00 a.m. through 5:00 p.m., subject to the following conditions:

 

1. Traffic will be detoured via roads identified in a traffic control plan, reviewed by the Public Works Department. Emergency vehicles, residents within the construction area and essential services will be allowed access as required.

 

2. All signing to be in accordance with the California Manual on Uniform Traffic Control Devices.

 

3. Pacific Gas & Electric Company shall comply with the requirements of the Ordinance Code of Contra Costa County.

 

4. Provide the County with a Certificate of Insurance in the amount of $1,000,000.00 for Comprehensive General Public Liability which names the County as an additional insured prior to permit issuance.

 

5. Obtain approval for the closure from the California Highway Patrol, Kensington Police, and the Kensington Fire Protection District.
