Recommendation: Recommendation of the County Administrator

RECOMMENDATIONS:
APPROVE the updates to the Citizen Participation Plan (CPP) for the County’s Community Development Block Grant (CDBG), HOME Investment Partnerships Act (HOME), and Emergency Solutions Grant (ESG) programs.
FISCAL IMPACT:
There is no General Fund Impact.
BACKGROUND:
Contra Costa County (the “County”) is designated as an entitlement and participating jurisdiction by the U.S. Department of Housing and Urban Development (HUD) for the following federal programs: Community Development Block Grant (CDBG); HOME Investment Partnerships Act (HOME); and Emergency Solutions Grant (ESG). The County receives annual entitlement grants from HUD for those federal programs. Because the County receives these funds annually, it must create and follow a Citizen Participation Plan (the “CPP”) as required by federal regulations.
The Citizen Participation Plan (CPP) sets forth the County's policies and procedures for citizen participation for the use of funds from HUD funding programs that are allocated to the County and administered by DCD, including the CDBG, HOME, ESG programs. The CPP also provides the citizen participation process for the County’s preparation of HUD-required documents for these federal funding programs, including the 5-Year Consolidated Plan, the Annual Action Plan, and the Consolidated Annual Performance and Evaluation Report. The CPP provides an opportunity for the community to work in partnership with the County to identify needs and to allocate these funds. The County also works with partner cities to address issues that cross city boundaries. The CPP is revised periodically to reflect changes in the program. The following is a summary of the revisions in the attached CPP:
• Update current community engagement practices for the preparation of various HUD-required documents, including the 5-Year Consolidated Plan, Annual Action Plan, and the Consolidated Annual Performance and Evaluation Report;
• Align with Title II of the Americans with Disabilities Act, requiring state and local governments to ensure that websites, mobile applications, and digital content are accessible to individuals with disabilities;
• DCD address/contact information was updated to reflect the current address and contact information.
CONSEQUENCE OF NEGATIVE ACTION:
Not applicable.
