Report Title:                     AWARD a design build contract to Accurate Controls, Inc. for the Juvenile Hall Camera System Upgrade Project at 202 Glacier Drive, Martinez.

Recommendation of the County Administrator Recommendation of Board Committee

 

RECOMMENDATIONS:

APPROVE the Criteria Documents, including Addenda 1 and 2, for the above project.

DETERMINE that the bid submitted by Accurate Controls, Inc. complies with all requirements of the Project Criteria Documents.

DIRECT that Accurate Controls, Inc. shall submit two good and sufficient security bonds (performance and payment bonds) in the amount of $4,971,449 each.

WAIVE any minor irregularities in Accurate Controls, Inc’s. bid.

FURTHER DETERMINE that Accurate Controls, Inc. submitted the best value bid for this Project and the bid was responsive and responsible.

DIRECT that, as a condition of contract award, Accurate Controls, Inc. and its construction subcontractors shall execute a Project Labor Agreement for this Project, as required by the Project Criteria Documents.

AWARD the design-build contract for the above Project to Accurate Controls, Inc. in the listed amount of $4,971,449 submitted in the bid, including for the alternate pricing for wiring the existing lighting controls into the new control system, and DIRECT the Public Works Director, or designee, to prepare the contract.

ORDER that, after Accurate Controls, Inc. has signed the contract and returned it, together with the bonds, evidence of insurance, and other required documents, and the Public Works Director has reviewed and found them to be sufficient, the Public Works Director, or designee, is authorized to sign the contract for this Board.

ORDER that, in accordance with the Project Criteria Documents and upon signature of the construction contract by the Public Works Director, or designee, any bid bonds posted by the bidders are exonerated and any checks or cash submitted for bid security shall be returned.

AUTHORIZE the Public Works Director, or designee, to sign any escrow agreements prepared for this Project to permit the direct payment of retention into escrow for the substitution of securities for monies withheld by the County to ensure performance under the contract, pursuant to Public Contract Code Section 2230.

AUTHORIZE the Public Works Director, or designee, to approve final plans, specifications and design documents necessary to implement and construct the Juvenile Hall Camera System Upgrade Project as described in the in the Project Criteria Documents including Criteria Manual Sections 011110 (Summary of Work) and 011114 (Summary of Work - Design Services and Deliverables). 

AUTHORIZE the Public Works Director, or designee, to order changes or additions to the work pursuant to the Public Contract Code Section 20142. The extra cost to the County for any change or addition to the work so ordered shall not exceed $210,000 per instance.

DELEGATE, pursuant to Public Contract Code Section 4114, to the Public Works Director, or designee, the Board’s functions under Public Contract Code Section 4107 and 4110.

DECLARE that, should the award of contract to Accurate Controls, Inc. be invalidated for any reason, the Board would not in any event have awarded the contract to any other bidder, but instead would have exercised its discretion to reject the bids received. Nothing shall prevent the Board from re-awarding the contract to another bidder in cases where the successful bidder establishes a mistake, refuses to sign the contract, or fails to furnish required bonds or insurance (see Public Contract Code Sections 5100-5107).

 

FISCAL IMPACT:

The design-build contract amount for the Juvenile Hall Camera System Project is $4,971,449. The total estimated project budget, including the design-build contract, County project management, inspections, and contingency, is $5,903,054. Funding for the project is expected to be entirely covered by County General Funds.

BACKGROUND:

The proposed new systems will comply with the 2025 California Building Code, Title 15, Title 22, and Title 24 requirements and Contra Costa County Building Design and Construction Guidelines.

The Project, located at 202 Glacier Drive, Martinez, CA 94553, includes the upgrade and full integration of Security Surveillance Video, and Door Control Systems. The following is intended to provide a general outline of the proposed project scope, components and generally anticipated program and operational requirements (quantities are approximate):

                     Design-Build Entity (DBE) shall confirm overall vision with County stakeholders.

                     Design-Build Entity will design and build a comprehensive, turn-key, and state-of-the-art Security Surveillance Video Camera, and Door Control System based on Avigilon Unity Video or equal for video surveillance. The access control (door control) system shall be an open, non-proprietary solution that meets the facility’s operational, security, and integration requirements.  New Programmable Logic Controllers (PLCs) will be required.

The original construction cost estimate was $1,500,000. After further site investigations and scoping discussions, it was determined through a formal estimate that the previously approved budget amount would be insufficient to facilitate the complete security surveillance system and technology infrastructure needs of the facility. The new estimated budget was amended to $5,903,054 to adequately cover the complete requirements of the security surveillance system and technology infrastructure.

Two potential design-build entities (DBEs) were selected for the project through a competitive, qualifications-based selection process. On March 3, 2026, the Board authorized Public Works to invite the shortlisted DBEs to submit proposals for design and construction services to complete the project.

On March 4, 2026, Public Works issued a Request for Proposal (RFP) to the short-listed DBEs: Accurate Controls, Inc., and DecoTech Systems. On April 15, 2026, Public Works received a proposal from only one of the two entities. A four-person selection committee consisting of Contra Consta County Probation and Public Works staff scored the proposals and conducted interviews with the one team.

In summary, the best value proposal evaluation process included two categories of factors: (1) the Evaluation Factor Categories evaluated on a “favorable / unfavorable” basis as follows:

The one bidder, Accurate Controls, Inc. submitted a responsive bid and was awarded all required points by each of the four selection committee members. Based on their high scoring proposal, the committee recommends Accurate Controls, Inc. proposal as the best value for the County.

The contractor will be required to enter into a Project Labor Agreement in connection with the construction services to be performed under the contract.

Construction is expected to be completed by Summer of 2027.

 

CONSEQUENCE OF NEGATIVE ACTION:

Without Board of Supervisors’ approval, the Juvenile Hall Camera System Upgrade Project will not be completed, and the $4,971,449 earmarked for design-build contract will not be used. The existing camera and door control system is antiquated, causing operational problems, and increasing risk for the Probation department employees and youth held within the facility. Any further delays will cause the County to incur additional costs to modify the existing system, as it is not functioning properly.
