Report Title: Adjust the Hours of Three Primary Care Provider-Exempt Positions in the Health Services Department

RECOMMENDATIONS:
ADOPT Position Adjustment Resolution No. 26301 to increase the hours of one (1) Primary Care Provider - Exempt (VPT5) position #19827 and its incumbent (EE #88375) at salary plan and grade 1PX-1000 ($19,951 - $22,753) from 36/40 to 40/40 in the Concord Health Center (org 6386); decrease the hours of one (1) Primary Care Provider - Exempt (VPT5) position #19829 and its incumbent (EE #88378) at salary plan and grade 1PX-1000 ($19,951 - $22,753) from 37/40 to 36/40 in the Concord Health Center (org 6386); and decrease the hours of one (1) vacant Primary Care Provider - Exempt (VPT5) position #19830 at salary plan and grade 1PX-1000 ($19,951 - $22,753) from 40/40 to 32/40 in the West County Health Center (org 6384). FISCAL IMPACT:
Upon approval, this action will result in an annual increase of approximately $32,887 to org 6386 (Concord Health Center) and an annual decrease of approximately $87,698.39 to org 6384 (West County Health Center). This action will result in an overall annual cost savings of approximately $54,811, with pension costs of $8,007 already included. (100% Hospital Enterprise Fund I)
BACKGROUND:
Incumbents in the classification of Primary Care Provider-Exempt have the ability to request that their position hours be increased or decreased, as outlined in the Physician’s & Dentists’ Organization of Contra Costa (PDOCC) MOU; as such, the incumbent of position #19827 has requested to increase their hours from 36/40 to 40/40, and the incumbent of position #19829 has requested to decrease their hours from 37/40 to 36/40. The Medical Staffing Office has determined that this change will not have a negative impact on operations.
Additionally, since the only Primary Care Provider-Exempt vacancies that currently exist are full-time, the Medical Staffing Office is requesting to decrease the hours of vacant position #19830 from 40/40 to 32/40 to hire a qualified candidate who is only interested in working 32-hours per week.
CONSEQUENCE OF NEGATIVE ACTION:
If not approved, we will not be able to accommodate the requests of both incumbents and will be in violation of the agreed upon terms of the PDOCC MOU. Additionally, if the request to reduce the hours of the vacant positions is not approved, we will miss the opportunity to hire a qualified physician, which would potentially burden current staff with an increased workload and negatively impact patient services.
