RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract #77-457-2 with Toney Healthcare Consulting, LLC, a limited liability company, in an amount not to exceed $300,000, to provide consulting and technical assistance services to the Contra Costa Health Plan (CCHP) for the National Committee for Quality Assurance (NCQA) Accreditation for the period April 1, 2026 through March 31, 2028.
FISCAL IMPACT:
Approval of this Contract will result in contractual service expenditures of up to $300,000 over a two-year period and will be funded 100% by CCHP Enterprise Fund II revenues.
BACKGROUND:
CCHP has an obligation to provide certain specialized health care consulting and technical assistance services for its Quality Department and Executive Management Team including preparation, requirements, mock surveys, and report reviews for NCQA Accreditation and compliance. The NCQA consulting services are essential for CCHP to comply with the mandated requirements of the State of California Department of Managed Health Care (DMHC) Services and Department of Health Care Services (DHCS) to obtain NCQA Accreditation as a Managed Medi-Cal Health Plan. This Contractor has been assisting CCHP with NCQA Accreditation since April 1, 2022.
The nature of the NCQA Accreditation consulting services needed is complex and requires seamless coordination, integration and collaboration with existing programs and systems. Toney Healthcare Consulting, LLC, is familiar with CCHP’s specific requirements and such familiarity serves to help ensure a smooth implementation and delivery process. This Contractor has also established a history of maintaining the required accreditations and compliance with federal regulations, thereby reducing the risk for audit findings and ensuring CCHP’s eligibility for reimbursement. Opting for this Contractor with a proven track record and established reputation within the medical consulting community mitigates potential risks associated with CCHP’s successes and patient well-being.
This Contract is entered into under and subject to the following legal authorities: California Government Code §§ 26227 and 31000; Health and Safety Code § 1451; and Standards of Personnel Administration, 42 CFR 432.10(a). Health Services Personnel approved this Contract to ensure no conflicts with labor relations. This Contract renewal will maintain comprehensive area coverage for the entire CCHP membership and meet the Knox-Keene Act’s time and distance mandate required by the State of California DMHC Services. This Contractor was approved by the Public Works Department’s Purchasing Division on April 14, 2026.
On December 9, 2025, the Board of Supervisors approved Contract #77-457-1 with Toney Healthcare Consulting, LLC, in an amount not to exceed $300,000, for the provision of consulting and technical assistance services to the CCHP for NCQA Accreditation for the period April 1, 2024 through March 31, 2026.
Approval of Contract #77-457-2 will allow the Contractor to continue providing consulting and technical assistance services to CCHP for NCQA Accreditation through March 31, 2028.
CONSEQUENCE OF NEGATIVE ACTION:
If this Contract is not approved, consulting services for CCHP regarding NCQA Accreditation may not be provided by this contractor and may cause non-compliance for CCHP.
