RECOMMENDATIONS:

APPROVE and AUTHORIZE the Public Works Director, or designee, to execute contract amendment No. 2 with C&J Favalora Trucking, Inc., to increase the payment limit of the contract by $200,000, from $300,000, to $500,000, for on-call trucking services to support road chip seal surface treatment work, with no change in the contract term, Countywide.

 

FISCAL IMPACT:

100% Local Roads Funds

 

BACKGROUND:

On June 27, 2023, the County awarded three (3) on-call contracts for trucking services to stockpile and transport chip seal aggregate that will be used for the Public Works Department’s chip seal program.  A $300,000 contract was awarded to each of the following contractors: Dillard Trucking, Inc. (“Dillard”), LS Trucking, Inc. (“LS Trucking”), and C&J Favalora Trucking, Inc. (“C&J Favalora”).”

 

On August 21, 2023, LS Trucking withdrew their bid; no contract was executed with them.

 

On May 14, 2024, the Board of Supervisors approved Contract Amendment No. 1 for the contracts with Dillard and C&J Favalora, extending the completion date for each contract from June 27, 2024, through June 26, 2025. There were no changes to the contract payment limits.

 

On June 13, 2024, Dillard Trucking informed us that they did not have the contract-specified trucks and would not be able to perform the requested work. 

 

Of the three contract awardees, C&J Favalora is the only contractor remaining that can provide on-call trucking services to support chip seal operations.

 

To retain the services of and to enable timely payment to C&J Favalora, the Public Works Director recommends that the Board approve Contract Amendment No. 2. This amendment will increase the payment limit of the contract by $200,000, from $300,000 to $500,000, with no change to the contract term.

 

 

 

 

CONSEQUENCE OF NEGATIVE ACTION:

Failure to approve the contract amendment may prevent Public Works Department from completing chip seal operations.
