Report Title:                     Amendment Agreement #23-885-1 with Contra Costa Regional Health Foundation

Recommendation of the County Administrator Recommendation of Board Committee

 

RECOMMENDATIONS:

APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract Amendment Agreement #23-885-1 with Contra Costa Regional Health Foundation, a non-profit corporation, effective November 1, 2025, to amend Contract #23-885, to provide additional fiscal agent services with regard to the Healthcare Literacy Council Pilot Program and to modify the payment terms with no change in the original payment limit of $650,000 or term ending June 30, 2028, subject to approval by the County Administrator and approval as to form by the County Counsel.

 

FISCAL IMPACT:

No change to the original funding of 77% Contra Costa Fire Protection District, 15% County General Fund and 8% Contra Costa Health Plan Enterprise II Fund.  (No Rate Increase)

 

BACKGROUND:

California is in the midst of a “Silver Tsunami” as the bulk of the State’s large baby boomer population moves toward retirement and becomes eligible for Medicare.  At the same time, Medi-Cal eligible populations may be accessing traditional health insurance for the first time.  Because both populations may have limited or no experience with traditional health insurance, the goal of the Healthcare Literacy Council is to assist and educate all community members with special focus on Medicare and Medi-Cal populations on how to best navigate healthcare, capitalize upon wellness approaches, and efficiently access care.  A full-scale education and promotion campaign will be piloted in parts of East County including Antioch, Brentwood, Oakley, Bethel Island, Bryon, Discovery Bay and Knightsen.  Program outcomes will be reported and possibly expanded to other parts of the County.

 

The Contra Costa Regional Health Foundation will act as fiscal agent working in collaboration with Contra Costa Health and the CCCFPD, with additional funding from Contra Costa County's Measure X. The Healthcare Literacy Council is a three (3) year pilot program. Contra Costa Regional Health Foundation will act as Fiscal Agent for only the allocated funding sources (CCHP, Measure X and the CCCFPD) totaling $650,000. 

 

On July 22, 2025, the Board of Supervisors approved Contract #23-885 with Contra Costa Regional Health Foundation, in an amount not to exceed $650,000 to act as a fiscal agent with regard to the Healthcare Literacy Council Pilot Program, through June 30, 2028.

 

This notice is provided to disclose that pursuant to California Government Code section 1091.5, subdivisions (a)(7) and (a)(8), the following County employees who are on the Contra Costa Regional Health Foundation Board of Directors have a non-interest in Contract #23-885 with Contra Costa Regional Health Foundation: Rhonda Smith, Chris Farnitano, David Goldstein, William Walker, David Culberson, Sarah McNeil, and Grant Colfax. 

 

Approval of Amendment Agreement #23-885-1 will allow the Contractor to provide additional fiscal agent services with regard to the Healthcare Literacy Council Pilot Program and align payment terms to match the intent of the County and Contractor.

 

CONSEQUENCE OF NEGATIVE ACTION:

If this amendment is not approved, the County will not be able to pay the Contract in accordance with the intent of the agreement.
