RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract Amendment/Extension Agreement #23-638-3 with Cactus Healthcare Resources LLC, a limited liability company, effective April 1, 2024, to amend Contract #23-638-2, to increase the payment limit by $4,000,000, from $2,820,000 to a new payment limit of $6,820,000, and to extend the termination date from December 31, 2024 to December 31, 2026 for additional consultation, training and technical support to the Contra Costa Health (CCH) Information Systems Unit with regard to information technology analytics.
FISCAL IMPACT:
Approval of this amendment will result in additional expenditures of up to $4,000,000 and will be funded as budgeted by the department in FYs 2024-26, by 100% by Hospital Enterprise Fund I revenues. (Rate increase).
BACKGROUND:
This contract meets the needs of CCH by providing consultation services to augment and assist staff in the Information Systems Unit regarding technical support and operational improvement initiatives, some of which are related to Epic Systems (the electronic health records system used by CCH as well as Contra Costa Regional Medical Center hospital, clinical staff, patients, and healthcare providers). Cactus Healthcare has provided such ongoing support since 2018. Deliverable and measurable outcomes for this contract include improved efficiency and effectiveness of the related systems. This contractor has been approved by the Public Works Department’s Purchasing Division on October 16, 2023.
On February 8, 2022, the Board of Supervisors approved Contract #23-638-2 with Cactus Healthcare Resources, LLC, in an amount not to exceed $2,820,000 for the provision of consultation, training, and technical support to the Information Systems Unit including information technology analytics and assisting with project management and implementation of new systems, applications, and technologies for the period January 1, 2022, through December 31, 2024.
Approval of Contract Amendment Agreement #23-638-3 will allow the contractor to continue providing services for consultation, training, and technical support to the Information Systems Unit, including information technology analytics and assisting with project management and implementation of new systems, applications, and technologies through December 31, 2026. This contract includes services provided by represented classifications and the County has met its obligations with the respective labor partner(s).
CONSEQUENCE OF NEGATIVE ACTION:
If this amendment is not approved, Contra Costa Health will not have the consultation, training, and technical assistance on a readily available instance for the Information Technology Analytics Unit, which may hurt the Department's information systems and delay performance objectives.
