Report Title: Motorola Dispatch Console Radios

RECOMMENDATIONS:
Acting as the governing board of the Contra Costa County Fire Protection District, APPROVE and AUTHORIZE the Fire Chief, or designee, to enter into a contract with Motorola Solutions, Inc., in an amount not to exceed $720,000, through the Fire District’s and Motorola’s participation in the H-GAC cooperative procurement program, subject to the terms and conditions of the H-GAC Communications Systems and Services Agreement, for the purchase of dispatch console radios and sixteen mobile backup radios required for the new fire communications center.
FISCAL IMPACT:
This equipment is included in the overall cost projection and capital construction budget for the new communications center, and is budgeted 100% by the EMS Transport Fund.
BACKGROUND:
The Contra Costa Fire Protection District is embarking on a major project to build a new fire communications center at 2010 Geary Road in Pleasant Hill. This new facility will house 16 dispatch console positions.
To equip this new communications center, the District requires the purchase of new Motorola dispatch console radios. Thirteen (13) of these new console radios will be funded by the East Bay Regional Communications System (EBRCS), while the remaining three (3) will be funded by the District.
In addition to the dispatch console radios, the new fire communications center will also need sixteen (16) Motorola mobile backup radios. These backup radios are designed to provide full functionality for each dispatch console in the event of a failure of the primary dispatch console radio.
The District participates in the Houston-Galveston Area Council (H-GAC) procurement program, in which vendors offer products at pricing only available to H-GAC member governmental agencies. Motorola has entered into an agreement with H-GAC to provide products to H-GAC members. Motorola is the current vendor for all the district's mobile, portable fire, and ambulance radios. Utilizing Motorola equipment ensures seamless integration with the District's existing field units, fire dispatch console, and the EBRCS. Maintaining interoperability with other agencies, field units, dispatch centers, and the EBRCS is paramount.
Furthermore, Motorola is the vendor for the existing fire dispatch and EMS ambulance system status consoles in the Contra Costa Regional Fire Communications Center (CCRFCC). The new radio consoles requested will be installed in the new fire communications center to serve each of the sixteen (16) new dispatch consoles, with construction on the new facility beginning in July 2024.
This board order seeks authorization to purchase the three (3) Motorola dispatch console radios and sixteen (16) Motorola mobile backup radios required for the new fire communications center.
CONSEQUENCE OF NEGATIVE ACTION:
If this action is not approved, the CCRFCC will be unable to properly outfit its new fire communications center, preventing the District from operating at an acceptable capacity. As the District grows, the larger dispatch center will improve response times and ensure the best possible result for the communities we serve. The project is projected to be completed in the summer of 2025.
