Report Title:                     Contract #74-750 with Contra Costa County Office of Education

Recommendation of the County Administrator Recommendation of Board Committee

 

RECOMMENDATIONS:

APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract #74-750 with Contra Costa County Office of Education, a government agency, in an amount not to exceed $584,233 to provide a Youth-led Opioid Awareness and Misuse Prevention Program for youth and community residents in Central County, for the period September 1, 2025 through June 30, 2027.

 

FISCAL IMPACT:

Approval of this Contract will result in annual budgeted expenditures of up to $584,233 and will be funded 100% by Opioid Settlement Funds (OSF).

 

BACKGROUND:

This Contract helps address the misuse and abuse of opioid products by providing opioid prevention services through education campaigns, prescriber training, school-based prevention programs and community initiatives aimed at reducing stigma and overprescribing. Alcohol & Other Drug Services (AODS) receives funding from California’s OSF and part of the State’s requirements includes implementing prevention services to promote opioid remediation activities.

 

This Contract is entered into under and subject to the following legal authorities: California Government Code §§ 26227. This Contract was approved by Health Services Personnel to ensure there is no conflict with labor relations. The Behavioral Health’s Quality Management, Utilization Management and Contract Monitor Staff meet on a regular basis to ensure monitoring and performance measures in the Contract are upheld. This Contract is exempt from the solicitation requirements of Admin Bulletin 600.3 because it is an Intergovernmental Agreement

 

Approval of new Contract #74-750 will allow the Contractor to provide OSF prevention and intervention programs, by implementing four (4) new Friday Night Live Chapters to support Youth-led Opioid Misue Prevention Projects, through June 30, 2027. The delay of this Contract was due to ongoing negotiations between the Contractor and the Division.

 

CONSEQUENCE OF NEGATIVE ACTION:

If this Contract is not approved, County’s AODS clients will not opioid use receive prevention and intervention programs from Contractor, resulting in an overall reduction of services to a community at risk for incarceration.

 

 

CHILDREN’S IMPACT STATEMENT:

This prevention and intervention program supports the following Board of Supervisors’ community outcomes:  “Children Ready For and Succeeding in School”; “Families that are Safe, Stable, and Nurturing”; and “Communities that are Safe and Provide a High Quality of Life for Children and Families”.  Expected program outcomes include addicted youth being provided an opportunity to prevent or recover from the effects of alcohol or other drug use, become self-sufficient, and return to their families as productive individuals.
