Report Title: Conveyance of Fire Station 75 (Rodeo) from Rodeo-Hercules Fire Protection District to Contra Costa County Fire Protection District

RECOMMENDATIONS:
AUTHORIZE the Fire Chief or designee to execute a grant deed transferring title of Fire Station 75 located at 259 Garretson Ave. Rodeo, from the former Rodeo-Hercules Fire Protection District (RHFPD) to Contra Costa County Fire Protection District (CCCFPD), and AUTHORIZE the Fire Chief or designee to take any and all actions necessary to complete the recording of the grant deed.
DETERMINE that the conveyance of RHFPD to the Contra Costa County Fire Protection District is categorically exempt from the California Environmental Quality Act (CEQA), pursuant to Article 19, Section 15320 of the CEQA guidelines, since it involves changes in the organization or reorganization of local governmental agencies where the changes do not change the geographical area in which previously existing powers are exercised.
DETERMINE that the transfer of real properties is not subject to CEQA pursuant to Article 5, Section 15061 (b)(3) of the CEQA Guidelines because it can be seen with certainty that there is no possibility that this activity may have a significant effect on the environment.
FISCAL IMPACT:
No fiscal impact. This action is intended solely to update the chain of title and ensure proper documentation of CCCFPD ownership.
BACKGROUND:
On July 31, 2024, RHFPD adopted Resolution No. 2024-18 initiating proceedings for dissolution. On August 6, 2024, the Contra Costa County Fire Protection District Board of Director adopted Resolution No. 2024-10 requesting the Contra Costa Local Agency Formation Commission (LAFCO) to initiate annexation proceedings for RHFPD.
Pursuant to LAFCO Resolution No. 24-04, adopted December 11, 2024, all assets, rights, and responsibilities of RHFPD were transferred to CCCFPD as the successor agency.
This Board action applies specifically to Fire Station 75 in Rodeo. Execution and recording of the attached grant deed will formally transfer title from RHFPD to CCCFPD and ensure the chain of title accurately reflects CCCFPD ownership.
If the real property is transferred to CCCFPD, any proposed development project and its analysis under CEQA will be subject to future environmental review and discretionary decisions. At present, CCCFPD and the County have insufficient information to meaningfully consider any environmental impacts of a potential project and have, therefore, only considered the impacts of the conveyance of RHFPD into Con Fire and the transfer of real properties.
CONSEQUENCE OF NEGATIVE ACTION:
If this action is not approved, ownership of Fire Station 75 will not be properly recorded in the chain of title under CCCFPD.
