RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract #27-854-15 with Advent Advisory Group LLC, a limited liability company, in an amount not to exceed $72,000, to provide audit and performance measure services for the Contra Costa Health Plan (CCHP) to comply with the Department of Managed Health Care (DMHC) regulatory requirements, for the period October 1, 2026 through September 30, 2027.
FISCAL IMPACT:
Approval of this Contract will result in contractual service expenditures of up to $72,000 and will be funded 100% by CCHP Enterprise Fund II revenues.
BACKGROUND:
CCHP has an obligation to provide certain specialized medical health care services for its members under the terms of their Individual and Group Health Plan membership Contracts with the County. This Contractor provides auditing services for CCHP with regard to the required Healthcare Effectiveness Data and Information Set (HEDIS) measures, and DMHC timely access compliance report validation. This Contractor has been providing these services and fostering a deep understanding of the CCHP organization’s mission, values, and long-term objectives since October 1, 2011. This Contract is entered into under and subject to the following legal authorities: California Government Code §§ 26227 and 31000; Health and Safety Code § 1451. Health Services Personnel approved this Contract to ensure no conflicts with labor relations. This Contract was approved by the Public Works Department’s Purchasing Division on July 30, 2026.
In October 2023, the Purchasing Services Manager approved and executed Contract #27-854-14 with Advent Advisory Group LLC, in an amount not to exceed $114,000, for the provision of Audit Services for CCHP, for the period October 1, 2023 through September 30, 2026.
Approval of Contract #27-854-15 will allow Contractor to continue to provide audit and performance measure services for CCHP through September 30, 2027. This Contract includes a limitation of liability provision limiting the Contractor’s liability to County in an amount not to exceed the fees paid by County under the Contract.
CONSEQUENCE OF NEGATIVE ACTION:
If this Contract is not approved, CCHP will not be compliant with HEDIS measures and DMHC regulatory requirements.
