Report Title: Contract # 40-510-1 Title IIIC-1 Agreement with Golden Rain Foundation

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute an Agreement with Golden Rain Foundation of Walnut Creek, to deliver the Older Americans Act Title IIIC-1 Congregate Meal Program services by hosting and coordinating the Area Agency on Aging’s Café Costa meals site in the amount not to exceed $325,000 in voluntary contributions for the period July 1, 2024 through June 30, 2026.
FISCAL IMPACT:
Café Costa congregate meal program participants can make voluntary contributions to offset the cost of their meals. The County anticipates to receive approximately $325,000 in voluntary contributions from the congregate meal program participants in FY 2024-2026, of which $150,000 will be budgeted in FY24-25 and $175,000 will be budgeted in FY25-26. BACKGROUND:
On June 13, 2023, the Board approved item C.88 to execute eleven Interagency Agreements with ten Cities and a nonprofit agency for the period July 1, 2023 through June 30, 2024. These Agreements will renew the prior approved Agreements for a term of July 1, 2024 to June 30, 2026 to nine Cities deliver the Older Americans Act (OAA) Title IIIC-1 Congregate Meal Program by hosting and coordinating the Area Agency on Aging’s (AAA) Café Costa meal sites.
The Title IIIC Senior Nutrition Program is a major program funded under the OAA, which includes serving meals onsite in congregate settings or delivering meals to homebound and frail individuals. Interagency Agreements with the following organizations enable the AAA to provide the Title IIIC-1 Congregate Meal Program directly to Contra Costa residents aged 60 and over and other eligible diners by offering hot, nutritious meals at Café Costa sites hosted by these agencies. As required in the OAA, program participants must be provided with an opportunity to contribute to the program. County expects to receive approximately $325,000 in voluntary contributions from individuals receiving meals at these congregate dining sites. Per the OAA, these funds will be used to enhance the congregate meals programs.
Golden Rain Foundation of Walnut Creek will provide participants with an opportunity to contribute to the program and funds will be remitted to EHSD.
CONSEQUENCE OF NEGATIVE ACTION:
Should the proposed action not be approved by the Board of Supervisors, the County’s Title IIIC-1 Congregate Meal services will not be delivered in Walnut Creek.
