RECOMMENDATIONS:

APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Interagency Agreement #23-228-16 with the Moraga-Orinda Fire Protection District (MOFPD), a public agency, in an amount not to exceed $89,508, for prehospital emergency medical first responder services within the cities of Moraga and Orinda, for the period July 1, 2026 through June 30, 2027.

 

FISCAL IMPACT:

Approval of this Contract will result in contractual service expenditures of up to $89,508 funded 100% by CSA EM-1 (Measure H).

 

BACKGROUND:

Moraga Fire Protection District has provided paramedic ambulance services in Emergency Response Area 3 continuously since 1971 and has provided this service at the paramedic level since initiation of paramedic services in Contra Costa County in 1977. In July 1997, Moraga and Orinda Fire Districts consolidated into one new district.

 

This Contract is entered into under and subject to the following legal authorities: California Government Code §§ 26227 and 31000; Health and Safety Code §§ 1797 et seq. EMS’s Quality Management, Utilization Management and Contract Monitor Staff meet on a regular basis to ensure monitoring and performance measures in the Contract are upheld. This Contract was approved by Health Services Personnel to ensure there is no conflict with labor relations. Per Administrative Bulletin 600.3, Interagency Agreements are exempt from solicitation requirements.

 

On October 4, 2022, the Board of Supervisors approved Interagency Agreement #23-228-14 with MOFPD, in an amount not to exceed $268,524, for the provision of prehospital emergency medical first responder services for the period October 1, 2022 through September 30, 2025.

 

On September 16, 2025, the Board of Supervisors approved Interagency Amendment/Extension #23-228-15 with MOFPD, effective June 24, 2025, to increase the payment limit by $89,508 from $268,524 to $358,032 and extend the term through June 30, 2026, for additional prehospital emergency medical first responder services within the cities of Moraga and Orinda.

 

Approval of Interagency Agreement #23-228-16 will allow MOFPD to continue to provide prehospital emergency medical first responder services through June 30, 2027.  This Contract includes mutual indemnification to hold harmless both parties for any claims arising out of the performance of this Contract.

 

CONSEQUENCE OF NEGATIVE ACTION:

If this Contract is not approved, County will not receive MOFPD’s prehospital emergency medical first responder services within the cities of Moraga and Orinda.
