Report Title: Contract #25-092-6 with Focus Strategies

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract #25-092-6 with Focus Strategies, a corporation, in an amount not to exceed $227,000, to provide consultation and technical assistance services to the Health, Housing and Homeless Services Division (H3) to promote and facilitate the reduction of unsheltered homelessness for the period of July 1, 2025 and June 30, 2026.
FISCAL IMPACT:
Approval of this Contract will result in contractual service expenditures of up to $227,000 and will be funded by 56% Housing and Homeless Incentive Program (HHIP) funds and 44% Homeless Housing Assistance and Prevention (HHAP) funds.
BACKGROUND:
Focus Strategies has been providing consultation and technical assistance to H3 to promote and facilitate the reduction of unsheltered homelessness by supporting the improvement of processes and outcomes. This Contractor has been providing these services to the County since May 1, 2021.
This Contract is entered into under and subject to the following legal authorities: California Government Code §§ 26227 and 31000. This Contract was approved by Health Services Personnel to ensure there is no conflict with labor relations. The Health, Housing and Homeless Services Division Contract Monitoring staff meet on a regular basis to ensure monitoring of performance measures set forth in the contract are upheld. The Request for Qualifications (RFQ) was posted on December 21, 2023 and closed on January 31, 2024. This Contractor was selected through the RFQ process on February 29, 2024.
In July 2024, the County Administrator approved and the Purchasing Services Manager executed Contract #25-092-4 with Focus Strategies in an amount of $122,100 for the provision of consultation and technical assistance services to the H3 Services Division, for the period from July 1, 2024 through June 30, 2025.
In December 2024, the Purchasing Service Manager executed Contract Amendment #25-092-5 with Focus Strategies, effective December 1, 2024, to increase the payment limit by $32,863 to a new payment limit not to exceed $154,963, for additional consultation and technical assistance services with no change in the term.
Approval of Contract #25-092-6 will allow the Contractor to continue to provide consultation and technical assistance services through June 30, 2026. This Contract was delayed due to prolonged internal budget discussions by the Division to ensure availability of adequate funding.
CONSEQUENCE OF NEGATIVE ACTION:
If this Contract is not approved certain consultation and technical assistance services with regard to continuum of Care (CoC) homeless system will not be provide to the H3 Division which can result in an increase of unsheltered individuals in the County.
