Referral History:
At the Board of Supervisors meeting on March 31, 2026, supervisors raised significant concerns about the Auditor-Controller's Office and its management of the Workday financial system, especially the impacts on Contra Costa Health (CCH). The Board referred the matter to the Finance Committee so that the Auditor-Controller could provide a comprehensive update, share their work with a newly engaged consultant, and allow the Board to set expectations for improvements going forward.
Referral Update:
Contra Costa Health (CCH) relies on the County’s centralized financial management systems to support its complex operations, which include clinical services, public health programs, and administrative functions. The Workday financial system was adopted to modernize and streamline financial reporting, cost tracking, and operational oversight across County departments. However, limitations in the configurations and use of various systems have hindered CCH’s ability to generate needed, more detailed financial reports and have impacted the department’s capacity to monitor costs and performance in real time.
At the March 31, 2026 meeting, the Board referred the matter to the Finance Committee, emphasizing the need for a comprehensive update on the status of Workday implementation and the development of a clear plan to address identified deficiencies. This referral was made in the context of broader fiscal pressures, including state budget reductions and the imperative for County departments to operate with increased efficiency and accountability. The current review is further prompted by an impending leadership transition in the Auditor-Controller’s office. The Board has underscored the importance of establishing a robust implementation roadmap to ensure continuity and sustained progress on financial system enhancements during this period of change. The Finance Committee has been tasked with providing oversight and facilitating transparent communication between the Auditor-Controller, CCH, and other affected departments as these improvements are pursued.
Since the March meeting, the Auditor-Controller’s Office, Contra Costa Health, and a new Workday implementation consultant have worked together to identify solutions, develop workplans, and initiate projects to meet CCH’s business needs; significant progress has been made. Attached are related presentations from CCH on their implementation status and the Auditor-Controller’s Office on countywide Workday initiatives.
