RECOMMENDATIONS:
ADOPT resolution ratifying the prior decision of the Public Works Director, or designee, to fully close a portion of Brookside Drive at the railroad crossing, on June 15, 2026, through June 16, 2026, from 8:00 a.m. through 6:00 p.m., for the purpose of performing emergency railway track repairs, Richmond area. (District I)

No fiscal impact.
BACKGROUND:
Union Pacific Railroad has requested the full closure of Brookside Drive at the railroad crossing to perform emergency railway track repairs. A complete closure is necessary to ensure the safety of both construction crews and the public. Applicant shall follow guidelines set forth by the Public Works Department.
CONSEQUENCE OF NEGATIVE ACTION:
Union Pacific Railroad will not have Board approval for completed road closure.

IN THE MATTER OF: Ratifying the prior decision of the Public Works Director, or designee, to fully close a portion of Brookside Drive at the railroad crossing, on June 15, 2026, through June 16, 2026, from 8:00 a.m. through 6:00 p.m., for the purpose of performing emergency railway track repairs, Richmond area. NOW, THEREFORE, BE IT RESOLVED that permission is granted to Union Pacific Railroad to fully close Brookside Drive at the railroad crossing, except for emergency traffic, local residents, US Postal Service and garbage trucks, on June 15, 2026, through June 16, 2026, from 8:00 a.m. through 6:00 p.m., subject to the following conditions:
1. Traffic will be detoured via roads identified in a traffic control plan, reviewed by the Public Works Department. Emergency vehicles, residents within the construction area and essential services will be allowed access as required.
2. All signing to be in accordance with the California Manual on Uniform Traffic Control Devices.
3. Union Pacific Railroad shall comply with the requirements of the Ordinance Code of Contra Costa County.
4. Provide the County with a Certificate of Insurance in the amount of $1,000,000.00 for Comprehensive General Public Liability which names the County as an additional insured prior to permit issuance.
5. Obtain approval for the closure from the California Highway Patrol, Sheriff's Office and the Contra Costa Fire Protection District.
