Report Title:                     Rane Community Development Contract Amendment

RECOMMENDATIONS:

APPROVE and AUTHORIZE the County Probation Officer, or designee, to execute a contract amendment with Rane Community Development, increasing the payment limit by $77,075 to a new payment limit of $544,075 and to extend the contract term from June 30, 2026 to December 31, 2027, to continue providing consultant services for the restorative justice pilot project.

 

 

FISCAL IMPACT:

This contract is funded 100% with Measure X Funds.

 

BACKGROUND:

The Contra Costa County Probation Department is leading a Restorative Justice initiative that provides alternatives to traditional justice system responses. The initiative supports programs and partnerships that address harm through dialogue and repair, with a focus on youth and others at risk of justice system involvement.

The project includes training for local organizations, the expansion of school-based alternatives to suspension, and the development of a shared framework to support community restorative practices. By involving schools, families, and community leaders, the initiative seeks to reduce conflict, improve safety, and strengthen connections to education, support services, and community resources.

 

During FY 2024-25, Probation advanced several recommendations from the prior year by: piloting a victim-centered restorative justice project for youth and supporting emerging organizations in applying restorative justice practices. In collaboration with Rane Community Development (RaneCD), Probation procured services to pilot a youth violence prevention project using restorative justice interventions and wraparound support. Following a competitive process, Antioch Unified School District was awarded a two-year, $1.15 million contract, with services set to begin at elementary and middle schools in the 2025-26 academic year. Additionally, Probation and RaneCD launched the East County Restorative Justice Capacity Building Project, awarding five East County youth-serving CBOs $60,000 each to participate in a training cohort.  This amendment adds additional trainings to be held by RaneCD.

 

 

CONSEQUENCE OF NEGATIVE ACTION:

The Probation Department will be unable to move forward with the community-based restorative pilot program.
