RECOMMENDATIONS:
APPROVE and AUTHORIZE the Interim Health Services Director, or designee, to execute on behalf of the County Contract Extension #76-604-5 with National Eye Care, Inc., a corporation, to amend Contract #76-604-2 (as amended by Contract Amendments #76-604-3 and #76-604-4), to extend the termination date from June 30 2025 to June 30, 2026 to continue providing optometry services for inmates in the Adult detention facilities in Contra Costa County, with no change in the payment limit of $285,000.
FISCAL IMPACT:
Approval of this Contract Extension will not impact the budgeted expenditures up to $285,000 funded 100% by Hospital Enterprise Fund I. (No rate increase)
BACKGROUND:
Optometry Services are needed for inmates who are incarcerated at three (3) adult detention facilities in Contra Costa County. Services include eye care, eye exams, and eyeglasses. Title 16 regulations require timely access to essential health care for incarcerated inmates. Historically, optometry services have been difficult to obtain for inmates. This Contract allows County to safely tend to the medical needs of inmates on-site. County has been contracting with National Eye Care, Inc. since January 1, 2018 to provide optometry services to inmates incarcerated at 3 detention facilities in Contra Costa Couty and perform these services at the Martinez Detention Facility.
This Contract is entered into under and subject to the following legal authorities: California Government Code §§ 26227 and 31000; Health and Safety Code § 1451. Health Services Personnel approved this Contract to ensure no conflicts with labor relations. CCRMC’s Quality Management, Utilization Management and Contract Monitor Staff meet on a regular basis to ensure monitoring and performance measures in the Contract are upheld. Per Administrative Bulletin 600.3 CCRMC Physician services are exempt from Solicitation requirements.
In April 2022, the County Administrator approved and Purchasing Services Manager executed Contract #76-604-2 with National Eye Care, Inc., in an amount not to exceed $45,000 for the provision of optometry services including eye exams and eyeglasses for inmate/patient population at Martinez Detention Facility for the period April 1, 2022 through March 31, 2024.
In July 2023, the County Administrator approved and Purchasing Services Manager executed Contract Amendment #76-604-3 with National Eye Care, Inc., effective December 1, 2022, to increase the payment limit by $145,000 to a new payment limit of $190,000 with no change in the term for additional optometry services through March 31, 2024.
On February 27, 2024 the Board of Supervisors approved Contract Amendment/Extension #76-604-4 with National Eye Care, Inc., to increase the payment limit by $95,000, to a new payment limit of $285,000 and to extend the termination date from March 31, 2024 to June 30, 2025 for additional optometry services.
Approval of Contract Extension #76-604-5 will allow the Contractor to continue providing optometry services for inmates at adult detention facilities in Contra Costa County through June 30, 2026.
CONSEQUENCE OF NEGATIVE ACTION:
If this Contract Extension is not approved, inmates will not have access to optometry services.
