The transportation, water, and infrastructure legislation and planning report is a standing item on the Committee’s agenda.
Referral Update:
In developing transportation-related issues and proposals to be brought forward for consideration by TWIC, staff receives input from the Board of Supervisors (BOS), references the County’s adopted Legislative Platforms, coordinates with our legislative advocates, partner agencies and organizations, and consults with the Committee.
This report includes four sections; 1: Local, 2: Regional, 3: State, and 4: Federal.
1. Local: Contra Costa Transportation Authority (CCTA) Transportation Expenditure Plan (TEP) - On September 16, 2026, CCTA convened the second Authority Board Workshop for Phase 2 (Confirm Priorities) of their TEP development process. The TEP will be the foundation for the new transportation sales tax measure that is anticipated for the November 2028 ballot. At this workshop, CCTA staff presented and got feedback on proposed investment categories and potential programs and projects. Project and program priorities generally include reducing congestion, improving safety, improving access for seniors/students/people with disabilities, better connectivity to jobs/services/key destinations (including utilizing reverse commute), and building a transportation system that supports a strong economy and better environment. The Board Workshop will reconvene in October to discuss projected funding and how programs should be structured.

3. State: Report from Mr. Mark Watts, the County’s legislative advisor and advocate, is attached for September.
4. Federal: No report.
