Report Title:                     Approve and Authorize to fully close all of Troy Court on March 20, 2026, from 8:00 a.m. through 4:00 p.m., for the purpose of operating a crane, El Sobrante area.

RECOMMENDATIONS:

ADOPT Resolution approving and authorizing the Public Works Director, or designee, to fully close all of Troy Court, on March 20, 2026, from 8:00 a.m. through 4:00 p.m., for the purpose of operating a crane for overhead service work, El Sobrante area. (District I)

 

FISCAL IMPACT:

No fiscal impact.

 

BACKGROUND:

Due to the location of the utility pole, Pacific Gas & Electric Company (PG&E) has requested a road closure for Troy Court to operate a crane for the completion of their overhead service job taking place on private property. Applicant shall follow guidelines set forth by the Public Works Department.

 

CONSEQUENCE OF NEGATIVE ACTION:

Applicant will be unable to close the road to complete planned overhead utility work.

NOW, THEREFORE, BE IT RESOLVED that permission is granted to Pacific Gas & Electric Company to fully close Troy Court, except for emergency traffic, local residents, US Postal Service and garbage trucks, on March 20, 2026, from 8:00 a.m. through 4:00 p.m., subject to the following conditions:

 

1. Traffic will be detoured via roads identified in a traffic control plan, reviewed by the Public Works Department. Emergency vehicles, residents within the construction area and essential services will be allowed access as required.

 

2. All signing to be in accordance with the California Manual on Uniform Traffic Control Devices.

 

3. Pacific Gas & Electric Company shall comply with the requirements of the Ordinance Code of Contra Costa County.

 

4. Provide the County with a Certificate of Insurance in the amount of $1,000,000.00 for Comprehensive General Public Liability which names the County as an additional insured prior to permit issuance.

 

5. Obtain approval for the closure from the California Highway Patrol, Sheriff’s Office, and the Contra Costa Fire Protection District.
