Report Title: Contract #23-726-3 with Data Innovations LLC

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Interim Health Services Director, or designee, to execute on behalf of the County a Quote (Contract #23-726-3) with Data Innovations LLC, a limited liability company, effective May 24, 2025, increasing the payment limit of Contract #23-726 (as increased by County Contract #23-726-1 and 23-726-2) by $39,865, from $274,788 to a new payment limit of $314,653, to extend the termination date from May 30, 2025 to May 23, 2026, and for successive one year terms thereafter for additional medical instrument management software system and services for Contra Costa Health (CCH).
FISCAL IMPACT:
This Contract will result in additional contractual service expenditures of up to $39,865 over a one-year period and will be funded 100% by Hospital Enterprise Fund I. (No rate increase)
BACKGROUND:
This Contract meets the needs of the County patient population by providing a medical instrument management system. CCH clinical and medical laboratories conduct tests on clinical specimens, such as blood and urine, to obtain information about patient health to aid in diagnosis, treatment, and disease prevention. Data Innovations LLC’s Instrument Manager is a connectivity solution that enables an open and expansive enterprise lab ecosystem, allowing for the integration of virtually any instrument, laboratory information system, electric medical record, or electric health record system, regardless of vendor or discipline and can support thousands of instruments, dozens of laboratory information systems, and multiple labs on a single platform, allowing the integration of all lab disciplines into one platform to streamline operations and management.
A summary of service contract deliverables, including measurable outcomes required of the vendor to be monitored by the department in compliance with Section III(B)(7) of the Purchasing Policy (AB600.3), includes maintenance and support services, training, and software updates. This Contract was approved by CCH Personnel as a specialized services contract to ensure there is no conflict with labor relations. This Contractor was approved by the Public Works Department’s Purchasing Department on March 31, 2025.
On February 1, 2022, the Board of Supervisors approved Contract #23-726 with Data Innovations LLC, in an amount not to exceed $181,418 for the provision of its medical instrument management software system and services for the period from February 1, 2022 through January 31, 2025.
On July 11, 2023, the Board of Supervisors approved Contract #23-726-1 with Data Innovations LLC, in an amount not to exceed $33,377, increasing the total contract payment limit to $214,788 for additional laboratory instrument management system software and support services with no change in the term.
On June 25, 2024, the Board of Supervisors approved Contract #23-726-2 with Data Innovations LLC, in an amount not to exceed $60,000, increasing the total contract payment limit to $274,788 and to extend the termination date from January 31, 2025 through May 30, 2025 for additional laboratory instrument management system software, support and training.
The Data Innovations LLC Master Software, Professional Services and Maintenance and Support Services Agreement dated February 1, 2022, automatically renews for one (1) year period unless terminated by either party per the terms of the agreement. The division is requesting a retroactive effective date for this renewal, which encountered delays due to the contractor’s late submission of required documentation.
Approval of this action (Contract #23-726-3) allows the parties to execute a Quote under Data Innovations LLC’s Master Software, Professional Services and Maintenance and Support Services Agreement dated February 1, 2022, and approves funds for Data Innovations LLC to continue to provide additional laboratory instrument management system software, support and training for CCH, through May 23, 2026.
CONSEQUENCE OF NEGATIVE ACTION:
If this Contract is not approved Contra Costa Health Services clinical and medical laboratories will lose access to this laboratory instrument management system software, support and training resulting in a negative impact on patient care.
