Report Title: Grant Award Amendment #78-003-2 with the California Department of Public Health

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Interim Health Services Director, or designee, to accept Grant Award Amendment #78-003-2 with the California Department of Public Health (CDPH), to amend Grant Award #78-003-1, to increase the amount awarded to the County by $56,859, from $304,004 to a new amount of $360,863 for the Epidemiology and Laboratory Capacity (ELC) Strengthening Healthcare Acquired Infections (HAI)/Antibiotic Resistant (AR) Organism Surveillance Program with no change in the term ending July 31, 2026.
FISCAL IMPACT:
This Grant Award Amendment will result in an additional amount of $56,859 awarded to the County from the CDPH. No County match required.
BACKGROUND:
The State of California’s current surveillance for AR pathogens relies on limited testing performed by local Public Health Laboratories, the CDPH Microbial Diseases Laboratory, and the Washington Regional ARLN laboratory. This ELC Strengthening HAI/AR Program funding will support expansion of AR surveillance in California via screening activities for carbapenemase-producing organism and Candida auris, as well as supporting additional capacity for other optional activities including Whole Genome Sequencing (WGS) for HAI/AI pathogens.
On July 26, 2022, the Board of Supervisors approved Grant Award #78-003 with CDPH, to pay the County an amount up to $304,004 for the ELC Strengthening HAI/AR Organism Surveillance Program, for the period from June 1, 2022 through July 31, 2024.
On February 6, 2024, the Board of Supervisors approved Grant Award Extension #78-003-1 to extend the grant from July 31, 2024 to July 31, 2026 with no change in the amount payable to the County of $304,004 for the continuations of the ELC Strengthening Healthcare Acquired Infections/Antibiotic Resistant Organism Surveillance Program.
Approval of Grant Award Amendment #78-003-2 will allow County to receive additional funds for the ELC Strengthening HAI/AR Organism Surveillance Program through July 31, 2026.
CONSEQUENCE OF NEGATIVE ACTION:
If this Grant Award Amendment is not approved, the County will not receive the additional funds awarded for the ELC Strengthening HAI/AR Organism Surveillance Program.
