RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Grant Amendment Agreement #78-017-2 with The Board of Trustees of the Leland Stanford Junior University, an educational institution, effective May 31, 2024, to amend Grant Agreement #78-017, to extend the term from May 31, 2024 to September 30, 2024 with no change in the amount payable to the County of $161,787 to continue collaborating with Contra Costa Health (CCH) Choosing Change program to study the impact of a psychosocial and community reinforcement approach to treating patients in recovery.
FISCAL IMPACT:
Approval of this grant amendment agreement does not impact the amount payable to the County of $161,787. No County match is required.
BACKGROUND:
This Grant Agreement allows CCH to collaborate with The Board of Trustees of the Leland Stanford Junior University regarding planning, training, implementing, evaluating and analyzing data for the Integrated Support Persons into Recovery (Inspire) study. The study tests whether engaging the patient’s significant other in an evidence based psychosocial intervention, community reinforcement approach and family training improves patient engagement and retention in Office Based Buprenorphine Therapy (OBOT) compared to patients only receiving OBOT. The study takes place within CCH Choosing Change Clinics and involves clinic personnel, administrators, medical and behavioral health providers and other County staff.
On January 17, 2023, the Board of Supervisors approved Grant Agreement #78-017 with The Board of Trustees of the Leland Stanford Junior University, for County to receive funds in the amount payable to County of $161,787, to study the impact of psychosocial intervention and community reinforcement approach to treating patients in recovery for the period June 1, 2021 through December 31, 2023, which was subsequently extended through May 31, 2024. This Agreement included agreeing to indemnify and hold harmless the Grantor and Sponsor for any claims arising out of County’s performance under this Agreement.
Approval of Grant Amendment Agreement #78-017-2 will allow County to continue to study the impact of psychosocial intervention and community reinforcement approach to treating patients in recovery through September 30, 2024.
CONSEQUENCE OF NEGATIVE ACTION:
If this Grant Amendment Agreement is not approved, County will not be able to continue the study once the original termination date is reached, whereby leaving the results incomplete.
