Report Title: Contract with Family Caregiver Alliance for Title III-E Family Caregiver Support Program
Recommendation: Recommendation of the County Administrator

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract with Family Caregiver Alliance in an amount not to exceed $210,432 to provide Older Americans Act Title III-E Family Caregiver Support Program services for the period July 1, 2026, through June 30, 2027.
FISCAL IMPACT:
100% Federal all of which is budgeted in FY 26-27.
BACKGROUND:
The Older Americans Act (OAA) Title III-E Family Caregiver Support Program (FCSP) provides a local multifaceted system of support services to (1) unpaid family caregivers of older adults, and (2) grandparents, or other older relatives, with primary caregiving responsibilities for a child. FCSP services include but are not limited to Information Services, Respite Care and Support Services.
On April 27, 2026, the Board approved item C.44, to amend for Family Caregiver Alliance for term July 1, 2025, through June 30, 2026, for the OAA Title III-E Family Caregiver Support Program. This contract was procured via Request for Proposal 1198 which followed the protocol outlined in Administrative Bulletin 600.3.
This action seeks to execute a contract renewal to approve a fourth year of funding from the California Department of Aging, for additional services for the term July 1, 2026, through June 30, 2027, with a payment limit of $210,432, to continue FCSP services for eligible Contra Costa County residents.
CONSEQUENCE OF NEGATIVE ACTION:
Should the proposed action not be approved by the Board of Supervisors, the County will not be able to continue to provide family caregivers with the additional support they need to continue providing caregiving in the home to the older adult in their care.

This contract supports one of Contra Costa County’s community outcomes of the Children’s Report Card: (4) "Families that are Safe, Stable and Nurturing".
