Report Title:                     Rescind Board action of February 10, 2026 (C.13) regarding a contract with Konnech, Inc.

RECOMMENDATIONS:

 

RESCIND Board action of February 10, 2026 (C.13) which approved and authorized execution of a contract amendment with Konnech, Inc. to increase the payment limit by $30,000 to a new payment limit of $137,408 and extend the term through February 20, 2027 to provide poll worker and location management software; and APPROVE and AUTHORIZE the Clerk-Recorder, or designee, to execute a contract amendment with Konnech, Inc., to increase the payment limit by $50,000 to $300,000 and extend the term through February 20, 2027 to provide poll worker and location management software.

 

FISCAL IMPACT:

100% Technology Fund. The costs of this agreement are within the Department’s operating budget.

 

BACKGROUND:

 

The Department contracted with Konnech, Inc., on January 12, 2018, to provide licensing, maintenance, and support of the PollChief application. This application is used to contact and schedule upwards of 1,200 volunteer poll workers every election cycle, as well as assist in the contact and procurement of 146+ polling places for Election Day, 5 Regional Early Voting Sites, and numerous poll worker training rooms ahead of each election.

 

On February 10, 2026, the Board of Supervisors approved a contract amendment to continue providing poll worker and location management software through February 20, 2027; however, the payment limit was incorrect. This Board action will correct the payment limit to $300,000 to match the actual and anticipated expenditures under the contract.

 

 

CONSEQUENCE OF NEGATIVE ACTION:

 

If the Board does not rescind the prior action, approval will remain on record, which could result in inaccurate accounting of contractual and financial commitments. Rescinding the prior action ensures accurate contractual and financial records.
