RECOMMENDATIONS:
Contract Amendment Agreement #26-726-15 with Robert Terris, an individual, effective June 1, 2024, to amend Contract #26-726-14, to increase the payment limit by $100,000, from $210,000 to a new payment limit of $310,000, to provide additional consulting and technical assistance with regards to ongoing Inpatient Task Force meetings to help improve electronic medical records communication at Contra Costa Regional Medical Center (CCRMC) and Contra Costa Health Centers, with no change in the original term of July 1, 2023 through June 30, 2026.
FISCAL IMPACT:
Approval of this Amendment will result in additional contractual service expenditures of up to $100,000 and will be funded as budgeted 100% by Hospital Enterprise Fund I revenues. (No rate increase)
BACKGROUND:
Due to the limited number of specialty providers available within the community, CCRMC and Contra Costa Health Centers rely on contractors to provide necessary specialty health services to its patients. This contractor attends Inpatient Task Force meetings including hospitalist leadership committee meetings, inter-department hospitalist meetings, and one-on-one sessions with inpatient leaders to develop and improve medical departmental processes. This contractor helps to identify and troubleshoot communication problems within all inpatient and outpatient departments at CCRMC and Contra Costa Health Centers. This contractor assists with mediating communication challenges, change management, and cultural upheaval within the inpatient physicians group. This contractor has been providing consultation and technical assistance to the county since June 2012. This contract is entered into under and subject to the following legal authorities: California Government Code §§ 26227 and 31000; Health and Safety Code § 1451. Health Services Personnel approved this contract to ensure no conflicts with labor relations.
On June 13, 2023, the Board of Supervisors approved Contract #26-726-14 with Robert Terris, in an amount not to exceed $210,000, for the provision of consultation and technical assistance with regards to ongoing Inpatient Task Force meetings at CCRMC and Contra Costa Health Centers for the period July 1, 2023 through June 30, 2026.
Approval of Contract Amendment Agreement #26-726-15 will increase the payment limit and allow contractor to provide additional consulting and technical assistance services with no change in the original term of July 1, 2023 through June 30, 2026.
CONSEQUENCE OF NEGATIVE ACTION:
If this Amendment is not approved, County will not have contractor’s expertise with mediation and assistance to help improve communication within all inpatient and outpatient departments and improve medical departmental processes.
