BACKGROUND:
After releasing a request for proposals and reviewing the proposals received, the Department of Conservation and Development (“DCD”) selected Kimley-Horn, a transportation planning/traffic engineering consultant firm, to conduct the San Pablo Avenue Enhanced Bicycle and Pedestrian Gap Closure Study (“Study”), in collaboration with the City of Pinole. The Study will evaluate transportation conditions on the San Pablo Avenue corridor between Richmond Parkway and the Pinole-Hercules city limit (“Study Corridor”) and explore opportunities to install enhanced bicycle and pedestrian facilities, including separated bicycle lanes.
The segment of the Study Corridor within the unincorporated County is included in the County’s High-Injury Network, as identified in the County’s Vision Zero Report, due to its history of crashes, including those involving pedestrians or bicyclists.
The planning Study is consistent with the goals, policies, and actions for enhancing the bicycle and pedestrian network along the Study Corridor, as identified in several transportation documents adopted by the County, the City of Pinole, and other agencies:
• County General Plan
o Transportation Element
o Montalvin Manor, Tara Hills, Bay View, and Rollingwood Community Profile

• CCTA Richmond Area Community-Based Transportation Plan
• San Francisco Bay Trail (“Bay Trail”) Map
• Bay Trail Gap Closure Implementation Plan
CONSEQUENCE OF NEGATIVE ACTION:
The Study will not proceed, delaying implementation of County policies for bicycle and pedestrian facilities.
