☒Recommendation of the County Administrator ☐ Recommendation of Board Committee

RECOMMENDATIONS:
ADOPT Position Adjustment Resolution No. 26563 to add 12 Eligibility Worker II (X0SA) (represented) position at Salary Plan and Grade 255-1384 ($6,482-$7,879), three (3) Clerk-Experienced Level (JWXB) (represented) positions at Salary Plan and Grade 3RH-0750 ($4,423-$5,488), one (1) Clerk-Senior Level (JWXC) (represented) position at Salary Plan and Grade 3RX-1033 ($4,888-$6,242), and two (2) Eligibility Worker Supervisor (XHHA) (represented) position at Salary Plan and Grade KKX-1506 ($7,297-$9,319), to the Employment and Human Services Department’s Workforce Services Bureau.
FISCAL IMPACT:
Approval of this item will result in a cost increase of $1,478,244 annually to add 12 Eligibility Worker II positions, and will be funded by 50% Federal and 50% State funds; $252,210 annually to add 3 Clerk-Experienced Level positions, and will be funded by 12% County, 40% Federal, and 48% State funds; $92,895 annually to add 1 Clerk-Senior Level position, and will be funded by 12% County, 40% Federal, and 48% State funds; $277,354 annually to add 2 Eligibility Worker Supervisor positions, and will be funded by 50% Federal and 50% State funds.
BACKGROUND:
These positions are immediately needed to support and address the increased workload and operational demands in the Medi-Cal Intake/Renewal Unit.
Casework has increased significantly due to a rise in Medi-Cal applications and renewals, coupled with a decrease in ex parte determinations, requiring more intensive eligibility processing and customer support. Additionally, state and federal mandates have resulted in a substantial increase in paper renewals, document scanning, and verification requirements, including the reinstatement of the requirement to provide resources for certain population, and citizenship verification, adding complexity to both eligibility and clerical workloads.
The addition of Eligibility Worker Supervisors is necessary to provide adequate oversight, ensure accuracy and compliance, and prevent corrective action plans as staffing expands.
New Medi-Cal funding is available to fully support all requested positions.
CONSEQUENCE OF NEGATIVE ACTION:
Should the proposed action not be approved by the County Administrator’s Office, the County will not have the desired staffing levels to maintain operational efficiency.
CHILDREN’S IMPACT STATEMENT:
This position adjustment supports three of Contra Costa County’s community outcomes of the Children’s Report Card: (2) "Children and Youth Healthy and Preparing for Productive Adulthood"; (4) "Families that are Safe, Stable and Nurturing"; and (5) "Communities that are Safe and Provide a High Quality of Life for Children and Families.”
