Recommendation of the County Administrator Recommendation of Board Committee

 

RECOMMENDATIONS:

APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract #23-559-9 with KPJ Consulting LLC, a limited liability company, in an amount not to exceed $899,760, to provide consulting, technical assistance, data analytics and training for the Electronic Medical Records Systems for the Department’s Information Systems Unit, for the period from July 1, 2026 through June 30, 2029.

 

FISCAL IMPACT:

This contract will result in contractual service expenditures of up to $899,760 over a 3-year period and will be funded 100% by Hospital Enterprise Fund I revenues.

 

BACKGROUND:

This Contract meets the needs of the County by providing expert-level support regarding Epic Tapestry. Contra Costa Health (CCH) uses Epic Systems Corporation’s Epic System for Healthcare, a cloud-based software system to manage electronic medical records. Epic Tapestry is a module in the system that allows healthcare payers to manage operations. Epic Tapestry consists of several modules relating to eligibility, member enrollment, plan benefits, authorization and referrals, customer relationship management, member premium billing, accounts payable, claims and contracting, utilization management, and plan benefits, utilized by CCH, depending on its needs. KPJ Consulting, LLC consultants bring a high-level of expertise to this space, including a long history in supporting CCH with several high-level finance and health plan efforts. CCH has been contracting with KPJ Consulting, LLC since 2014 and has continued to renew this Contract based on service and expert-level knowledge held by the Contractor.

 

This Contract is entered into under and subject to the following legal authorities: California Government Code § 31000. This Contractor was approved by the Public Works Department’s Purchasing Division through a Request for Qualification on September 12, 2025. CCRMC’s Quality Management, Utilization Management and Contract Monitor Staff meet on a regular basis to ensure monitoring and performance measures in the Contract are upheld. This Contract was approved by Health Services Personnel to ensure there is no conflict with labor relations.

 

On June 27, 2023, the Board of Supervisors approved Contract #23-559-8 with KPJ Consulting, LLC, in an amount not to exceed $1,401,000, for the provision of consultation, technical assistance and training regarding its medical records system, for the period July 1, 2023 through June 30, 2026.

 

Approval of Contract #23-559-9 will allow the Contractor to continue to provide consulting, technical assistance, data analytics and training for the Electronic Medical Records Systems for the Department’s Information Systems Unit through June 30, 2029.

 

CONSEQUENCE OF NEGATIVE ACTION:

If this Contract is not approved, CCH will not have access to the Contractor’s services including expert level knowledge regarding Epic Tapestry which may negatively affect CCH operations, finances, and patient care.
