RECOMMENDATIONS:

 

APPROVE and AUTHORIZE the Purchasing Agent, or designee, to execute on behalf of the Employment and Human Services Department, a purchase order and related agreement with Carson Research Consulting, Inc., dba Inciter, for the purchase of a Data Management Services, subject to the terms of Inciter’s Master Client Services Agreement, in the amount not exceed $23,050 for the period July 1, 2024 through June 30, 2026.

 

FISCAL IMPACT:

 

$23,050: 59% Federal, 35% State, 6% County General Fund, all of which is budgeted in FY24/25

 

BACKGROUND:

 

Inciter database is used for quarterly reports to Office of Victims of Crime (OVC) and helps the Employment and Human Services Department (EHSD), Alliance to End Abuse (Alliance) to analyze human trafficking trends in the county. Inciter is a cloud-based system that collects and stores data from key human trafficking partners. Inciter has expertise in selecting and designing surveys, implementing data collection, and compiling existing data within organizations. This purchase enables EHSD to use information, data, and visualization to help clients demonstrate their impact, raise awareness and funds, and strengthen their organization. This purchase order includes a service agreement that includes an indemnification clause from the County to Inciter and a limitation of liability on behalf of Inciter to the fees paid under this agreement. This vendor was selected per procurement requirements outlined in Administrative Bulletin 600.3.

 

CHILDREN'S IMPACT STATEMENT:

This agreement supports all five of the community outcomes established in the Children's Report Card: (1) "Children Ready for and Succeeding in School"; (2) "Children and Youth Healthy and Preparing for Productive Adulthood";(3)"Families that are Economically Self-Sufficient"; (4) "Families that are Safe, Stable and Nurturing"; and (5) "Communities that are Safe and Provide a High Quality of Life for Children and Families,” by supporting staff working directly with families and children.

 

CONSEQUENCE OF NEGATIVE ACTION:

The County, specifically the Alliance Human Trafficking Victim Services will be disrupted in data tracking and the federal reporting schedule for Human Trafficking Task Force; and there will be a gap in human trafficking data.
